WAIT, WAIT….. DON’T TELL ME!

Scenario 1 I applied in July to renew my teaching license. I got a letter back saying I was not eligible for an Initial II license since my masters degree is not yet completed (4 credits to go, to be done by mid- February of 2011), and I do not have 15 credit hours of subject matter classes. I have been working on my masters degree (MS Education, Curriculum & Instruction) since May 2007, and working consistently for a school district in Oregon since I find it hard to believe that I do not qualify for a license renewal. Is it possible I would be eligible for an Initial I license renewal What are my options right now I am on an extension until January 11, 2011, but my masters degree will not be completed and posted by then.

Scenario 2 What type of certification would one need to teach a self-contained 5-12 grade class of Newcomer (ESOL I) students This would mean a full-day and would cover all basic English survival vocabulary and skills. Would it be different for a half-day (students would receive instruction in their respective grade level schools the latter part of the day)

Scenario 3 Please confirm: I have a counselor candidate we are hiring, more than half way through counseling program, but has not taken the Civil Rights ORELA. In the past I would have requested the Restricted Trans License. Do I have to request the emergency license now, to cover him until he takes the ORELA Civil Rights

Scenario 4 Question: Basic Elem endorsement covers the person for her.5 TOSA role. She also has a.25 Reading assignment (covered by the 50% or less rule). She is also teaching a small fraction of PE time (less than 10 hours). Does the reading assignment count as an 'outside of endorsement area?“ So, we wouldn't normally CAP, since she is outside of endorsement area for only one area. However if the 50% rule counts as outside of area, we'd have to CAP. So is the answer that she is properly licensed and endorsed for her TOSA and Reading assignment, and therefore no CAP is necessary for PE, as it is 10 hours or less. Your thoughts?

Scenario 5 Here is the issue: My concern is that Jane informed me that TSPC will no longer accept the Praxis for a reading endorsement and will only accept something called NES. The teacher has Striving Readers as her full-time assignment. Early August we were informed that she would have to pursue a reading endorsement in order to teach this class. She agreed and was told that the Praxis was acceptable. She has already registered and paid for the test which happens Nov. 13th. She has been in a study group with other Striving Readers teachers that meets regularly. She paid for Praxis study materials for this class. I feel it is unfair to ask her and those other teachers to switch at this late date, is there anyway around this new requirement?

Scenario 6 So, I don't know if you remember but at a conference in June, we had talked about my husband and his inability to pass Praxis I math (or CBEST). He has tried again unsuccessfully. So, now he's about to complete his third MTH course. I can't find the forms that we need for course work in lieu of the test on TSPC's website. Who should I call? How can I find the forms? Please HELP!!"
