Background – Evaluation needs to be addressed in LA&C: Develop approaches and methods adapted to our cultural and social contexts Build upon the rich evaluative experience in the region Articulate actors: public & private sectors, academia, evaluation practitioners, decision makers, organized civil society Achieve greater effectiveness and relevance through the application of the Gender Equality Approach to specific evaluation-related functions of each type of actor through a competency-based methodology.
Objective of the proposal: Develop a networking and competency-based e-learning program on gender equality and evaluation to leverage an exceptional group of professional men and women (equal opportunity agents) in LA&C, to collectively create, apply and advocate for the use of innovative methods to introduce a gender perspective in policy and program evaluations as a transformation and performance quality factor. Participants from different disciplines and sectors: 1) Evaluation Practitioners 2) Academia 3) Public Sector 4) Organized Civil Society (Social control).
5 What are Gender competencies? All those competencies that contribute to the transformation of gender-based unequal relations, injustice, exclusion and discrimination.
Project Phases 1.Contacts and formation of a collaborative group of academic staff from two Colombian universities to design competency profiles on Gender and Evaluation by type of actor. 2.Mapping of virtual training supply in the region and selection of virtual platform for the course. 3.Design of the e-learning program 4.Selection of participants from LA&C (Spanish and Portuguese communities) from the 4 target groups 5.Implementation of the pilot e-learning program and formation of a Community of Practice on Gender Equality, Evaluation and intercultural issues in LA&C. 6.Course evaluation and presentation of results at International Year of Evaluation 2015.
