III. The Proposals To be addressed by WIPO (1 of 3): 1. Complete the activities adopted in the first phase of the project and implement the proposals made in the first and second interregional meetings in Brasilia and Cairo through a second phase of the project, that would continue to provide the forum for south- south cooperation. 2. Finance south-south cooperation activities and initiatives as part of the next WIPO program and budget for 2014 – Ensure that WIPO activities in the area of cooperation for development are informed and guided by good practices and lessons learnt existing in the South, including the full and effective utilization of the flexibilities inherent in multilateral treaties and the Development Agenda Recommendations. III. The Proposals To be addressed by WIPO (2 of 3): 6. Strengthen the institutional structure in WIPO to promote SSC and ensure the proper coordination with UNDP office for SSC. Ensure sufficient financial resources for WIPO to host the Global South-South Development Expo in Continue to organize WIPO annual and inter-regional thematic meetings to review the progress made and advance South-South cooperation in the area of intellectual property and development. 11. Ensure efficient coordination in WIPO between the focal point for South-South cooperation, the Regional Bureaus and the Patent Division in the provision of legal assistance, training and capacity building, in particular in the area of implementation of WTO para. 6 protocol, and of flexibilities. Support the use of official languages of countries in the South in international intellectual property systems to facilitate their access and use by IP offices and users in developing countries and LDCs. Strengthen networking and matchmaking in the South, to complement North-South and triangular cooperation (interactive web portal/virtual network). 5. Prepare case studies on successful SSC models in the area of patent, copyright, trademarks, geographical indications, industrial design, and enforcement, in accordance with WIPO Development Agenda Recommendations. 7. Experiences and lessons learned from developing countries and LDCs in the framework of such meetings and other activities to be consolidated into publications, handbooks, policy guides or any other type of relevant/useful material. Ensure that assistance provided in formulation and implementation of national intellectual property strategies/policies, patent, innovation and branding strategies/policies will be guided by each country's national development plans/goals and public policy objectives. 10. Support South-South cooperation programs to incentivize grass root and community based innovation initiatives and the mobilization of financial resources. 12. IV. Evaluation of the Cairo Meeting The Meeting (1 of 2): Well attended by representatives from 37 countries (developing, LDCs, and developed), and a mix of officials, civil society, academia, business, and international organizations; Rich subject matter allowing for diversified discussions, but breadth of topics mitigated the impact – future events need to be more focused; Outcome with concrete proposals, both on the clusters discussed, and on more general SSC; M. Evaluation of the Cairo Meeting The Meeting (2 of 2): Discussions emphasized some key elements, e.g.: Awareness Raising; Importance of development context in intellectual property – no ‘one size fits all’; IP is one element in multi-faceted issues such as innovation, branding, etc. IP, in the proper calibration, can contribute to development; Importance of alternative views and diversity. IV. Evaluation of the Cairo Meeting The Meeting as Part of the SSC Project: Need to complete the current SSC Project, and launch a second phase SSC Project; Exchange of experience is important, but there is a need for a more concrete set-up for actionable results; Future inter-regional meetings should be linked to actionable elements – sub-projects. IV. Evaluation of the Cairo Meeting The Meeting and the Future of SSC in WIPO: Benefits national authorities and IP agencies in seeking to learn from the experience of countries at a similar level of development; Evolve a home-grown interest on IP in the South; Holding such meetings enriches the work of WIPO, and opens up new avenues of cooperation for it; SSC activities at WIPO will enable it to engage in the UN System’s development and SSC activities – it would be beneficial for the UN System to integrate IP into the mainstream of SSC areas; M.
