E-Health concept in Romania Sofia, 7 th of June 2005

Main goals 1. Citizen (for prevention) and patient (for therapy) centered solutions with the goal to control and optimize expenditure in the health care; 2. Patient unique identification based on “Electronic Health Records - EHR” 3. IT integrated system based on European standards, which can provide the interoperability of specific systems between different levels of organization for medical and financing decision.

Strategic aims 1. Fully integrated IT system, including decision support; 2. Integrative platform for health related information, medical services suppliers and medical processes; 3. The new IT system must take into account the already existing and developing projects and infrastructure, to protect already made investments and strategic parteners; 4. The IT project will initially be developed as a pilot project and then extended for the entire country in less then 4 years, so the technical solutions won’t fall into obsolence.

Commitment The integrated IT System will be strongly promoted and supported at all levels, both political and financial, taking into account the concrete details of current transition period

Flexibility Based on EU standards in system design, communications, personal data privacy and security, the IT strategy will allow the developement of independent projects and will ensure the interoperability of the systems and the integrated character of the whole system

Timetable 2006 urgently implementing the Electronic Record of Pacients (ERP) at both regional and local level, together with specific applications for medical and administrative decision support E-health academy – pilot project supported by World Health Organization

Timetable 2007 Electronic insurance card within a PHARE project, the card will hold identification, medical and financial information about the patient and information about the insurance house 8 counties integrated solution (patient cost control, medical decision support, e-health academy, e-learning)

Timetable 2010 Integrated solution throughout the entire health system (ERP, card, e-health academy, e-learning)
