Establishment The Skills Development Act (SDA) as amended in 2008 provided for the establishment of the Quality Council for Trades & Occupations The Higher Education Laws Amendment Act, passed 7 December 2012, permitted the QCTO to appoint staff to execute its mandate - Interim staffing arrangements put into place QCTO listed as Schedule 3A Public Entity 31 December 2010, effective retrospectively from 1 st April 2010 Permanent staffing, CEO and six Deputy Directors took place 1 April 2012 QCTO presentation to Portfolio Committee 14 August
