Responder Safety and Health The responder safety and health capability describes the ability of healthcare organizations to protect the safety and health of healthcare workers from a variety of hazards during emergencies and disasters. This includes processes to equip, train, and provide other resources needed to ensure healthcare workers at the highest risk for adverse exposure, illness, and injury are adequately protected from all hazards during response and recovery operations. How can public health departments protect their staff and help to protect the health of health-care or first responder personnel?

Assist healthcare organizations with additional pharmaceutical protection for healthcare workers Provide assistance to healthcare organizations to gain access to additional Personal Protective Equipment (PPE) for healthcare workers during response

Capabilities and Measures Resources The presentation will be an overview of what the functions and tasks mean, linked to the performance measures. Please note that since the capabilities PDF document has come out, more performance measures have been developed. If performance measures have come out since the creation of the capabilities document below, they have been included in these tutorials following their function slide, even if the PDF lists that there are no measures. For functions that still have no measures, questions for health departments to begin thinking about measures have been included instead. Function 1: Assist healthcare organizations with additional pharmaceutical protection for healthcare workers Tasks: What steps should healthcare coalitions take to assist organizations in providing pharmaceutical protection to healthcare workers? 1.Identify the pharmaceuticals needed to safeguard healthcare workers and their families when needed, through hazards vulnerability assessments (HVAs), and resource needs information. 2.Assess the need for developing pharmaceutical caches that can be accessed by healthcare organizations when requested and available during an exposure/incident. 3.Establish the appropriate processes to deliver caches of pharmaceuticals to healthcare organizations during an exposure requiring prophylaxis and treatment when requested and available.

Function 1 Measurement How does ASPR measure if healthcare coalitions are able to assist healthcare organizations to ensure responder safety and health? Percent of HCCs that have systems and processes in place to preserve healthcare system functions and to protect all of the coalition member employees (including healthcare and non‐healthcare employees) Number of HCCs that have systems and processes in place to preserve healthcare system functions and to protect all of the coalition member employees (including healthcare and non‐healthcare employees). Denominator: Number of HCCs identified by awardees Target is 100%. All data elements must be answered ‘yes’ for an HCC to count in the numerator. Function 2: Provide assistance to healthcare organizations with access to additional Personal Protective Equipment (PPE) for healthcare workers during response Tasks: How can healthcare coalitions assist organizations in meeting personal protective and safety needs for responders? 1.Identify the PPE required to protect healthcare workers during exposure incidents based on risk assessments, HVAs, and resource needs 2.Establish processes to access personal protective equipment by healthcare organizations when requested and available during an exposure incident

Function 2 Measurement How does ASPR measure if healthcare coalitions are able to assist healthcare organizations to ensure responder safety and health? Percent of HCCs that have systems and processes in place to preserve healthcare system functions and to protect all of the coalition member employees (including healthcare and non‐healthcare employees) Number of HCCs that have systems and processes in place to preserve healthcare system functions and to protect all of the coalition member employees (including healthcare and non‐healthcare employees).
