Low Emission Strategies John Paterson Assessment of Benefit (London, 12 th May 2009) web:

WHY? Reason 1 Low Emission Strategy Definition: “A package of measures to help to mitigate the transport impacts of development by accelerating the uptake of low emission transport fuels and technologies in and around new developments”

Example of Mitigation Measures Achieved via Section 106 Agreement Provision of a car club 500 residential spaces Annual charge £0 - £300 depending on VED rating of car Controls on parking permits and transfers Ten electrical vehicle charging points 50% of delivery vehicles and 50% Home delivery vehicles to meet Euro V by store opening and to be using bio fuel. 100% within 5 years. To report to the Council on the implementation of the Low Emission Zone measures and targets on the opening of the store and at five and ten years afterwards

Why? Reason 2 Air Quality Action Plan Quantitative measures Cost versus Benefit calculation

Next Steps –Tender June/July 2009 –Report late Autumn 2009 –Dissemination December 2009

Aspiration Toolkit to dispel “back of a fag packet” mitigation. Defensible in discussion with Developers (particularly relevant in the “Credit Crunch” age) Linkages to non-transport emission reduction strategies. Application to LA fleet procurement/operation

Funding Estimated Project cost - £125,000 From a variety of sources: Greenwich £20k Cenex £5K Air Quality Grant Bids - City of London, Greenwich, Leeds, Sheffield & Wigan

‘Encouraging wider adoption of low emission strategies by local authorities and supporting the effective use of associated policies and measures’
