1 APPLICATION OF STI IN IMROVING LIVELIHOODS OF THE POOR AND IN SUPPORTING GROWTH

BACKGROUND STI KEY AND STRATEGIC RESOURCE FOR DYNAMIC AND COMPETITIVE GROWTH.

STI AND MKUKUTA/MKUZA FRAMEWORKS AS MKUKUTA WAS BEING REVIEWED – IMPORTANT TO EXAMINE THE ROLE OF STI IN MKUKUTA/MKUZA IMPLEMENTATION

OBJECTIVES 1. To examine the extent of integration of STI into Mkukuta/Mkuza 2. To propose ways and means of integrating STI issues into Mkukuta 2/Mkuza 2

METHODS USED IN THE ASSESSMENT REVIEW 1. Desk based Review: Basic Documents 2. Interviews: Select strategically placed individuals within MDAs, CSOs, CBOs, etc.

MAIN FUNDS OF THE ASSESSMENT REVIEW 1. MKUKUTA and MKUZA have not adequately integrated STI 2. Those who designed MKUKUTA and MKUZA have inappropriate paradigms. Do not elevate STI issues as prime drivers for competitiveness and growth of modern economies

RECOMMENDATIONS 1. Deal appropriately with the knowledge value chain 2. Strengthen the teaching and learning of STI at all levels of the education system 3. Improve synergies between the NIS and the productive sectors – esp. SMEs. 4. Promote International Corporation in STI matters

NIS PROJECT BACKGROUND: Government has recently set two major broad development goals: (i) Achieving a robust, dynamic and resilient national economy (ii) Achieving growth sustainably and hence reduce poverty

Govt. is aware that: (1) to achieve the above, requires efficient mobilization of STI Resources; (II) STI currently does not contribute significantly to National Growth

The concept, Objectives and Operationalization Concept: Comprehensive examination of the state of NIS in the Country

Objectives: (a) Strengthen the NIS (b)Foster the Economic Functions of the NIS (c) Action Plans and Recommendations

Operationization: Implementation Structure: 1. NIS National Steering Committee; 2. Program Co ordination Office; 3. MCST; 4. GoT; 5. UNESCO; 6. ADVISORY PANEL.
