1 VBBL and improved envelopes 1&2 Family Homes in Vancouver 2014 VBBL New + Existing Homes Chris Higgins City of Vancouver

Todays Focus New energy requirements existing homes New energy requirements new homes (the focus) 2

What does this presentation apply to? Applies to: Single Family (w or w/o suite and lane) Duplex/ semi attached (w or w/o suites) Does not apply to: 3+ townhouse developments Multi family (apartments or condo) 3+ units 3

Why focus on 1 & 2 family homes? 4

Why Focus on 1 & 2 family homes? 5 Council Goal: Lead the world in green building design and construction Council Direction: achieve carbon neutral new construction by 2020 Staff Work Plan: Build capacity to deliver great envelopes for homes that use less energy for space and hot water heat

Carbon Neutral New Construction by % Renewable Energy by

7 Future VBBL Direction 2014 Building Energy Use YEAR VBBL COMES INTO EFFECT 2014 VBBL 15% less energy than VBBL 30% less energy than VBBL 40% less energy 2020 VBBL 50% less energy 2008 VBBL

8 VBBL Energy Updates – Keep it simple Complexity rarely performs over time Buildings should aspire to be like a pencil not like a space pen.

9 One and Two Family Dwellings Permit $ Requirement $5,000+EnerGuide Audit $25,000+Air Sealing $50,000+Attic Insulation Existing Homes: Green Renovation Bylaw

10 New Home Process

New Home Certified Energy Advisor History History: “Certified Energy Advisors” have worked with almost every 1&2 family home since 2009 in Vancouver, well over 3000 homes submitted reports Role was to create an energy model and blower door test(BDT) the home Model and BDT submitted to the city 11

 Pre Building Permit Requirements*  Pre Permit Form  Insulation Verification*  Pre Permit Form  Prior to Final Inspection (no change)  Submit final EnerGuide Report *Orange items are new requirements 12 Expanded CEA Role Requirements

Certified Energy Advisor Role New VBBL: Certified Energy Advisors will continue to work with every 1&2 family home Role will continue to create an energy model and blower door test(BDT) the home Role will now visually verify that the plans and energy model meets or exceeds VBBL Role will now complete a pre drywall visual verification that plans and model are correct 13

14 New Home Prescriptive Requirements

15 New Home Energy Requirements in VBBL Measure2014 VBBL Windows and Sliding Glass Doors USI-Value of 1.4 W/(K  m 2 ) Skylights USI-Value of 2.4 W/(K  m 2 ) Wall Insulation RSI 3.85 (R22) Effective Under Slab InsulationRSI 2.1 (R12) Nom… Attic Insulation (traditional attic) RSI 8.8 (R50) Nom.. Air Tightness ACH 3.5 or ELA and actions Measure2014 VBBL Domestic Hot water (DHW) Minimum 78% efficient Domestic Hot Water (Electric) RSI 1.75 Tank Wrap Hot Water Pipe Wrap Pipe Insulation 3M output, 1M input or all if recirculating Heating furnace or boiler Minimum 92% AFUE No side-yard venting Gas fireplaces Intermittent pilot ignition (IPI) systems must be direct vent Wood Burning Appliances (labels showing) Max 2.5 grams/hour – catalytic Max 4.5 grams/hour – non catalytic

The City will provide a FSR “Bonus” for the thicker walls so interior volume is not sacrificed [This is available to any house with wall R values that exceed R22 effective]. In the RS-1 zone you can build a taller house and a deeper house to account for thicker walls, thicker under slab insulation and thicker attic insulation. 16 Removing Barriers
