By laws are the Manual of the Church of the Nazarene and the local church cannot alter them. Property is automatically given to the district if the church decides to change denominations. Property is purchased by the board with approval of the membership.

Program heads are usually paid staff and are not on the board. Finances come from donations, grants, and programs Casual ties to the district and general church. By laws are adopted and written by the board and can be altered whenever desired. Property is purchased by the board and full liability lies with them. Property belongs to the non profit board and can be given to any non profit when they dissolve.
