Subject: GRE. Social policy in health sector of Kazakhstan. Purpose: To create at students idea of social policy, as to the specific sphere in public administration. To give concept of the purpose and the GRE tools

Plan of lecture: 1) GRE: concept, essence and value of GRE. GRE methods and their characteristic. Purposes and GRE tools. 2) A role of the state in the market of medical services in Kazakhstan. Questions of realization of the State program "Salamatty Kazakhstan for ". 3) Concept, essence and value of social policy of RK.

Program purpose: Improving health of citizens in Kazakhstan for support of sustainable social and demographic development of the country

stages of the program 1 stage ( y.) 2 stage (2014 – 2015 y.)

Program tasks: 1.Improving of health of the population by achievement of efforts of all society in health protection questions; 2.Formation of competitive health system.

Target indicators: 1.increase in expected life expectancy of the population by 2013 y. till 69 years, by 2015 y. - till 70 years; 2.lowering of maternal mortality by 2013 y. to 28, by 2015 y. - to 24 on 100 thousand been born live; 3.holding of prevalence of HIV infection in age group of years within 0,2 - 0,6%.

4. lowering of infantile mortality by 2013 y. to 14, by 2015 y. - to 12 on 1000 been born live; 5. lowering of the general mortality by 2013 y. to 8, by 2015 y. - to 7 on the 1000th population; 6. lowering of incidence by tuberculosis by 2013y. to 98, by 2015 y. - to 94 on 100 thousand population;

Government regulation of the economy (GRE) is a purposeful process of coordinating the administrative impact of government on individual segments of domestic and foreign markets through micro-and macro-economic parameters in order to achieve the equilibrium of growth of the economic system

The purpose of GRE: 1. achievement of economic and social stability; 2. provision of national competitive advantage; 3. economic security; 4. adaptation of the market mechanism to modern condition.

The objects of GRE are: 1. National economy; 2. Individual sectors and regions where there are problems, not resolved by market regulators.

Types of GRE: 1. Full state monopoly in the management of the economy (the USSR) 2. Combination of market and government regulators (Japan, Sweden, Germany, Austria) 3. Extreme liberalism, not a limitation of Private Enterprise (the USA).

Methods of state regulation of the economy: 1. Legal (establishment of the state rules of "economic game" for companies - producers and consumers. Form and property rights, contracts and conditions of firms, mutual obligations in the field of labor relations)

2. Administrative (licensing, quotas), etc. State control over prices, income, accounts inserts, exchange rate, and social protection.

3. Economic (impact on the character of market relations and market expansion of the field through its effect on aggregate demand, aggregate supply, concentration of capital, structuring of the economy, use of growth factors.

Instruments of GRE: 1. Financial system - system is a form of organization of monetary relations among all actors of the reproduction process for the allocation and reallocation of the gross national product.

2. Tax system is a set of taxes, levies and duties imposed by the state and charged to a central fund of national financial resources, as well as a set of principles, ways, forms and methods of their collection.

3. State budget is the most important financial document of the country. It is a set of financial estimates of all agencies, public services, government programs.
