MTAC Work Group #82 Parcel Delivery Performance Measurement Effectiveness

MTAC Presentation 2 Desired Results Submitted to MTAC Leadership Committee 1. The workgroup is expected to gain a thorough understanding of the mailers and USPS operations and procedures that affect delivery performance measurement. 2. Identify issues, operations and procedures that impact delivery performance measurement effectiveness. For example, barcode quality, accurate 8125s, scanning 8125s and attempted deliveries. MTAC Presentation 3 Desired results submitted to MTAC Leadership Committee 3. Rank items identified from the maximum to minimum impact on delivery performance measurement effectiveness. 4. Issue recommended standard operating procedure and best practices for items identified. 5. Issue recommended procedure to measure effectiveness of work group recommendations and/or a responsive network process. This procedure may include follow-up and corrective action step for non- compliance. The recommendation would insure swift communication and resolution of service problems. Parcel Select Performance

Internal USPS manager accountability concepts traditionally exclude pieces where the cause of failure is not controllable. Need for USPS internal accountability reports versus industry / customer performance reports. Options for Exclusions Based on Quality Performance: 1.Exclusion of all manifests if the Quality indicator falls below a certain percentage (98%) for a specified period 2.Exclusion of specific manifests where Verification Scans Show Arrival on Multiple Days Parcel Select Performance
