Changing International Development Assistance: Tanzania and basket funding Michael Mushi (USAID, Tanzania)

Capital

Funding trend for public sector contraceptives (millions of US$)

Element III: Improved Resource Mobilization Fiscal yearAmount in T Shillings 2002/ billion (all Basket) 2003/ billion (all Basket) 2004/ billion (all Basket) 2005/ billion (all GOT) 2006/ billion (1.3 Basket, 4.5 GOT)

2006 Male Condom Market Share Total Condom Consumption = 86,149,776

Basket funding success………. Example of increased resources to a basket being applied to reproductive supplies Increased government involvement and transparency between the public sector and social marketing sector Generally this approach has worked

Basket funding hiccup ……… Procurement through the Ministry very slow – slow allocation of funds – and procurement just not quick enough to utilise the funds in the basket USAID had to make emergency procurement of injectables and male condoms in order to avoid a stockout Lesson: donors (or contributors to basket) need to also provide technical assistance/support to improving systems

Lessons Donors (or contributors to basket) need to also provide technical assistance/support to improving the procurement system Basket funding does not take care of other components of the family planning programme (e.g training and demand creation) to ensure quality of care For RH it is crucial to avoid stockouts and therefore mechanisms (e.g. procurement systems) under Government control need to be vastly improved to prevent this No commodities, no RH program!
