US Missile Defense and Sino-US Military Relations Although the United States will not face a peer competitor in the near future, the potential exists for regional powers to develop sufficient capabilities to threaten stability in regions critical to U.S. interests. In particular, Asia is gradually emerging as a region susceptible to large-scale military competition. Maintaining a stable balance in Asia will be a complex task. 4 “China has accelerated production of short-range ballistic missiles, not only to hold Taiwan at peril but also "to complicate United States intervention in a Taiwan Strait conflict," the Pentagon said July this year in its annual assessment of the Chinese military. “It also said China has deployed about 450 short-range ballistic missiles with conventional warheads capable of striking Taiwan and is expected to expand that force by 75 missiles a year for the next few years, the report states. “China also is developing an advanced, medium-range version of the missile. And U.S. officials have expressed concern about how Beijing might use its expanding military power. –The United States uses fleets of aircraft carriers, submarines, and other military assets to project power in the Pacific region. –Military analysts warn that China is trying to develop a new anti- ship ballistic missile that could threaten the U.S. Navy's ability to stage operations close to China. –The United States is calling on China to be more transparent on its military buildup.

中美军事关系 9 3. The U.S. Provocative Military Actions Might Endanger Bilateral Relationship In 2001, a Chinese fighter bumped into a U.S. Navy reconnaissance plane over Hainan Island. The fighter pilot was never found, and the Americans crash-landed on Chinese territory, sparking an 11-day standoff before the Chinese released the crew. In March 2009, five Chinese vessels approached the USNS Impeccable in the South China Sea, about 75 miles from Hainan Island. They had earlier encountered the ocean surveillance ship Victorious in the Yellow Sea. In May 2009, Chinese fishing vessels confronted the Victorious again. In June, a Chinese submarine collided with an underwater sonar array being towned by the USS John McCain.
