East San Fernando Valley Redistricting Coalition Community of Interest Statement May 26, 2011 Non-Partisan Grassroots Organization Including Neighborhood Councils, Neighborhood Groups, and Non-Profits Mission: To Promote the Communities of Interest in the East San Fernando Valley Leadership: Ruben Rodriguez Alex Reza Sergio Ibarra, MPA

Community Profile East SF is served by the LAPD, although City of San Fernando has their PD; While the whole area is served by LAFD. According to redrawca.org the ethnicity breakdown is: Latino 66.37%, White 21.0%, Asian 7.1%, Black 3.66% The average income is $54,916, and the average number of people per household is 3.5. The neighborhoods are economically, and socially compatible, contiguous, and very similar. They are working class communities. Japanese community center located in Arleta, with several retirement villages. The areas share a common watershed, environmental concerns, similar poverty rates, and educational level. Overview of East San Fernando Valley The Community is located in The City of Los Angeles and is the East San Fernando Valley. Including the Communities of Sylmar, San Fernando, Pacoima, Arleta, Mission Hills, Lake View Terrace, Sun Valley, Panorama City, Van Nuys, Valley Glen, and North Hollywood. Its current estimated population is estimated population 702,196. Community Assets LA Mission College, Valley College, Hansen Dam Recreational Area, SF Mission, other Recreational areas. Several commercial hubs in San Fernando, Pacoima, Van Nuys Panorama City, and NoHo Arts District.. Two CRA Projects areas and Enterprize zones.

Common bonds among the East SFV Communities The areas share a common history of being one of the first established areas in Los Angeles County with the founding of the San Fernando Mission, and Rancho Maclay. The communities come together to celebrate the 4 th of July Celebration, and the CA State Fair at Hansen Dam Recreation. Students attend the Los Angeles Unified School District Schools. Similar issues with unemployment and the loss of blue collar jobs due to the closing of several manufacturing business. Ex. GM, & Pfister-Black and Decker. COI include: Historically African American Neighborhoods in Lake View Terrance and Pacoima, Japanese Community in Arleta, Filipino community in Panorama City, small Salvadorean community in Arleta, Buddist community in Panorama City. Large Spanish language speaking community.

Proposed CD 28 map conforms close to the population requirement with 702,196, with a deviation of -0.10% of the ideal population.(redrawca.org) The proposed CD 28 map conforms with the Section 2 requirement of achieving a minority-majority district. We encourage the commission to adhere to the Voting rights Act. Contiguous & Compact Maintains local government boundaries. Maintains neighborhoods together. Keeps Communities of interest together. 10 years ago, area was gerrymandered combining affluent areas characterized by well established business interests with economically depressed areas Include Canoga Park, Winnetka, Lake Balboa, Reseda, North Hills east of the 405, Van Nuys, Valley Glen, North Hollywood. Granada Hills. Characterized as working class, low levels of home ownership, public schools face major challenges, residents highly dependent on bus transportation, public schools face major challenges, significant immigrant population Low income--e.g Canoga Park, $51, 606 –Van Nuys, $41, 134. Compared to West Hills, –$103, 008 Encino $78,529 Do not include West Hills, Tarzana, Woodland Hills, Northridge Assembly District 40

AD 39 th - AD 39 is a VRA District. - Should included all of Sylmar, this community of interest was divided in the last drawing of the districts. Senate District 20 Includes the following communities: Canoga Park, Winnetka, Northridge, Pacoima, Arleta, Reseda, San Fernando, Sylmar, North Hills, Granada Hill, Mission Hills, Sun Valley, Van Nuys, Panorama City, North Hollywood. Nest AD 39 and AD 40 in the same district. Urge the Commission to adhere to the VRA Guidelines. AD 39 th and State Senate District 20
