Federal Guideline Regarding ELP Assessment Participation 2 Section 1111(b)(7) of the Elementary and Secondary Education Act of 1965 (ESEA) requires that school divisions must annually assess the English language proficiency of all limited English proficient (LEP) students in kindergarten through grade 12.ESEA

The ACCESS for ELLs 2.0 test for grades 1-12 will be available in online and paper formats for the school year. Divisions have the option to administer either online or paper tests. All students testing online will require headsets for testing: Headphones are necessary for all domains. Headphones and built in microphones are required for the Speaking test. WIDA has posted recommendations for headsets.recommendations for headsets 14 ACCESS for ELLs 2.0 Test

The online test will be self paced; however, each section must be completed within one school day. INSIGHT, the online test engine, will manage tier placement; therefore, the appropriate tier of the Writing and Speaking test forms for each student will be based on scores from the Listening and Reading tests. 15 ACCESS for ELLs 2.0 Test (continued)

18 The Virginia ELP Checklist for LEP Students in Kindergarten with Significant Cognitive Disabilities (Virginia ELP Checklist K) Because no Alternate ACCESS for ELLs test is available for kindergarten, this assessment is for LEP students in kindergarten whose significant cognitive disabilities prevent participation in the Kindergarten ACCESS for ELLs test. LEP Students’ Participation in the Standards of Learning (SOL) Assessments 25

Federal Guideline Regarding SOL Assessment Participation 26 Section 1111(b)(3)(C)(i) of the ESEA requires that LEP students participate in state content assessments. Therefore, as with all students enrolled in Virginia public schools, all LEP students participate in the Virginia Assessment Program.ESEA

27 Section 8 VAC G of the Regulations Establishing Standards for Accrediting Public Schools in Virginia (dated March 27, 2015) requires that “A school-based committee shall convene and make determinations regarding the participation level of LEP students in the Virginia assessment program.”Regulations Establishing Standards for Accrediting Public Schools in Virginia State Guideline Regarding the LEP Committee

28 The LEP committee is responsible for determining the following for each LEP student: SOL assessment participation; Testing accommodations; Exemptions from testing; and The LEP committee is responsible for completing an LEP Student Assessment Participation Plan for each LEP student. Providing the accommodation will create a test alert. The request to clear the alert must be submitted to VDOE via the dropbox in SSWS.SSWS The request must include a statement that verifies the student’s eligibility for the accommodation. Before clearing the alert, VDOE will verify the student’s ELL Composite Score in the Student Registration Record in Pearson Access ™. If the ELL Composite Score field is blank it must be coded with the composite score from the most recent ELP assessment: the spring 2015 ACCESS for ELLs test or an ELP screening assessment, such as the W-APT or WIDA MODEL, administered during the school year.ACCESS for ELLsW-APTWIDA MODEL 35 Read-Aloud or Audio Accommodation on the EOC Reading Retest for LEP Students, (continued)

36 Section 8VAC G of the Regulations Establishing Standards for Accrediting Public Schools in Virginia (dated March 27, 2015) provides that certain exemptions on SOL assessments are available to LEP students. Exemptions must be determined by the LEP committee, documented in the LEP Student Assessment Participation Plan, and conveyed to the parent(s) or guardian(s). 54 An LEP student who has attained English proficiency is considered “Formerly LEP” (FLEP) if he/she has met all of the following criteria: Tested on Tier C of the ACCESS for ELLs test; and Earned an Overall Score (Composite) of 5.0 or higher; and Earned a Literacy Score of 5.0 or higher; OR Was assessed with the Proficiency Level 5 Virginia ELP Checklist K-12.
