Ohio’s New English Language Proficiency Standards State Board of Education Achievement Committee October 7, 2013

2 English Language Learner (ELL) Students whose home or native language is other than English Grades K – 12: need for academic language support to succeed in school 40,000 ELLs represent over 100 home/native languages in Ohio

3 English Language Proficiency Assessment (ELPA) Ohio Test of English Language Acquisition (OTELA), Ohio’s current ELPA, is not online Does not assess academic language corresponding to Ohio’s New Learning Standards

4 English Language Proficiency Assessment (ELPA) In , Ohio will have online assessments for: General education population K – 12 Alternate assessment for grades 3 – 12

5 English Language Proficiency Assessment (ELPA) Ohio, with 10 other states, formed a group named English Language Proficiency Assessment 21 st Century (ELPA21) ELPA21 was awarded a federal grant to develop an online ELPA

6 English Language Proficiency Assessment (ELPA) Online ELPA will assess English Language Proficiency Standards that correspond with Ohio’s New Learning Standards Federal Flexibility Waiver requires Ohio to have new ELP Standards

7 Development Process ELPA21 was required through the grant to develop “core” standards that all states would use for the assessment (85%) Individual states could add unique state standards for instructional use but not assessed (15%) – optional

8 Draft ELP Core Standards Provided to stakeholders for review and feedback: Ohio ELL Advisory Committee Ohio ELL Educators (over 600) Central Ohio ELL Consortium Council

9 Draft ELP Core Standards Will be provided to Ohio PTA Will be presented at October: Race to the Top Conference November: Teachers of English to Speakers of Other Languages (TESOL) Conference

10 Feedback Ohio stakeholders will continue to review and provide feedback on “core” ELP Standards through November Feedback has been very positive to date

11 Determine if Ohio will make additions to “core” ELP Standards Based on Feedback

12 Alternate Plan Very confident that there will be a new English Language Proficiency Assessment, but what if something happens?

13 Alternate Plan World-Class Instructional Design and Assessment (WIDA) Developing an online ELP Assessment to assess its ELP Standards – double the cost of current assessment
