II. Genocide A. Background 1. Problems between farmers and nomads have existed for many years and center on two issues:  water rights and grazing rights 3. The government (controlled by Arab Africans) has historically sided with the nomads B. Spark (2003) 1. The Sudan Liberation Army (SLA), a rebel group representing the farmers, began attacking government targets 2. Sudan’s government then responded C. Atrocities 1. Sudanese military began air-strikes against villages, the army attacked, and then the Janjaweed attacked: ● villages burned and residents murdered ● women raped ● property stolen D. U.N. estimates 1. Issued an arrest warrant for al-Bashir ● charged him with genocide 2. al-Bashir has since traveled to three countries that are obligated to arrest him under the I.C.C. treaty  he has not been arrested B.
