Republic of Moldova

National Documents promoting Gender Equality: Law regarding the insurance of equal chances between men and women which entered into force on the 24 th of March 2006 and created a Governmental Commission for Gender Problems. CEDAW Convention signed by Republic of Moldova on the 1 st of July 1994 and entered into force on the 28 th of February National Plan „Promoting Gender Equality in society for the period of ”, approved by the Decision nr. 218 from of the Republic of Moldova Government. National Plan of Action in the field of human rights for the period of , approved by the Parliament Decision nr. 415-XV from 24 October 2003 (The 11 th Chapter entirely provides for actions that ensure equal chances for women and men).‏ EU – Moldova Action Plan, approved by the Decision nr. 356 from of the Republic of Moldova Government (provides for insurance of equal chances for men and women in society).‏

The state system of supporting and promoting women has the following composition: Commission for Women's problems under the Government of Republic of Moldova (February 1999 – present)‏.‏ Department of equal opportunities and family policies (May 2005-present) within the Ministry of Labour and Social Protection. Gender Centres within Ministries and Departments (1999 – present). Until 2001 in Republic of Moldova existed structures and institutions on the vertical hierarchy. Now we have only the following:

Statistics In Moldova women represent 51,8% and men 48,2% from population. At the parliamentary level women represent 21,7%. At the central level: 15 men and no woman minister 1 woman prime vice-prime minister 2 women vice-ministers (Ministry of Education and Youth, Ministry of Culture and Tourism), 1 woman prime-vice-minister (Ministry of Foreign Affairs and European Integration)‏ 4 women chief of the central administrative authorities (Bureau of Inter-ethnic Relations, Customs Service, Chamber of Licence, Chamber of Accounts)‏ President of Supreme Court of Justice – woman 5 women ambassador 1 woman ambassador at the European Union At the local level ( ): 31 men and 1 woman – presidents of Rayon 765 men and 133 women (14,8 %) – mayors of municipalities, cities and villages On the 3 rd of June 2007 took place local elections. Over 900 mayors of localities and over of local councillors were elected: Out of 19 candidates for general mayor of Chisinau (capital city) 5 were women. From 888 candidates for municipal councillor on the list of all political parties 280 were women.

WCDI – Local Actions The Training of Trainers Seminar – trainers attended the four days training where they have been trained on gender equality issues, electoral systems, promotion of women political participation in parliament and in local councils, on electoral law and on legislation regulating local public administration and also have received recommendations and guide-lines on organising local seminars. Six seminars for the Political Parties: Communist Party of Moldova ( )‏ Party “Our Moldova Alliance” ( )‏ People’s Christian Democratic Party ( )‏ Democratic Party ( ), Social-Liberal Party ( )‏ Social-Democratic Party ( ). The average number of trainees was 23. All of them were Party members both from Chisinau and the rest of the Rayons. Twenty-five local seminars in 25 rayons out of 31 rayons and 2 municipalities. The total number of participants to the Local Seminars was 609 women. On average women have attended each seminar. The trainees represented the parliamentary parties, the main extra-parliamentary parties, NGOs, trade unions, mass media, independent candidates, local public administration.

WCDI – Local Actions 25 local actions such as round tables, public debates, and local campaign on a specific issue. The topics touched upon during these Local Actions were different: from childcare, gender equality, discrimination on the labour market, to women trafficking, migration, youth and patriotism etc. In UTA Gagauzia, NGO “CONTACT Comrat” unfolded 4 Local Seminars with an average number of 24 participants at each seminar. As a follow-up activity of the seminar 15 Local Actions took place. –Evaluation Seminar for trainers, which was held on the September The objective was to share experiences developed in the course of local seminars, analyse challenges and difficulties and solutions achieved. Broadly speaking, the objective was to assess the success of the project but also to prepare its follow up, planning activities for –The project’s main goal: to prepare women that will candidate in the local elections of 2007 representing political parties or as independent candidates is being accomplished. However, in order to further consolidate these results, it is necessary that the project "Women can do it" continue.
