The Basics The Article of Confederation did not work as a full form of government The Constitution was created to make a more perfect government The Constitution is the highest law in the United States All other laws come from the Constitution in some way

Creating the Constitution In 1787, men, known as the Framers, met in Philadelphia to create the Constitution Men came from all 13 states Each state want wanted different things from the Constitution The Constitution had many compromises In the end, all 13 states agreed to it

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

How does the Constitution fair when complained to the Articles?

Is it better to base representation on how big a states population is, or is it better to have all states represented equally?

Why are check and balances between the branches of government so important?
