RIR Statement of Principles Developed by the Boards of APNIC, ARIN and RIPE Released 8 May rir-statement html rir-statement html

RIR Statement of Principles 1. Value of informed policy making using an open process as the basis for industry self-regulatory structures 2. Address allocation policies should be developed within the RIR framework 3. The RIRs see it as appropriate to continue to have direct representation on the Board of ICANN 4. No additional measures of the At Large Study are directly relevant to the RIR policy process 5. The RIRs are willing to undertake a fair proportion of ICANN funding

RIR Statement of Principles 6. ICANN should concentrate an a well-defined activity plan with a transparent budget 7. The outcome of the ICANN E&R process should have the properties of a stable consistent and open ICANN 8. The RIRs are not committed to a single ICANN structure and would like to understand the implications of a devolved entity with functional specialization 9. The RIRs are not committed to the continuation of the ASO and the AC 10. The RIRs would like to take the existing two tier address allocation structure and understand the implications of RIR operation of the unallocated number poool 11. The RIRs see value in a lightweight external review body of RIR actions and see ICANN in this role

RIR Submission Develop further on the statement of principles with proposals Propose for the RIRs to assume greater levels of responsibility for roles currently shared between RIRs and ICANN Propose ICANN as a review body in terms of integrity of process and policy of RIRs with no direct operational role Not in favour of passing operational oversight for the IANA Address Registry to a Technical Advisory Committee RIRs propose that the responsibility for operating the IANA Address Registry be passed to the RIRs RIRs propose that the ASO undertakes the role of formal adoption of global RIR policies, with an ICANN role of oversight of this process, rather than ratification of such policies.

RIR Submission RIRs propose that recognition of new RIRs be undertaken by the ASO If the RIRs assume greater responsibilities for these roles then the RIRs see it as appropriate that the chair of the Address Council be an ex-officio member of the ICANN Board, with no further ASO nominations. The RIRs see the relationship with ICANN as one of oversight of integrity of the RIR process without a direct role in the development of RIR policies or direct responsibility in operational functions.

RIR Response to ICANN E&R Potential to use this as an outline of further realignment of responsibilities between ICANN and RIRs Outline the appropriate roles, responsibilities and means of interaction between: RIRs The ASO and the AC ICANN and the ICANN Board

RIR Response to ICANN E&R Encompassing the following areas: The operation of the IANA Address Registry The roles and functions of the ASO The adoption of common global policies relating to RIR processes Governance of procedures relating to additional RIRs

APNIC EC Meeting 3 rd Sept The APNIC EC is dismayed with the second interim report of the ICANN E&R Committee in terms of the lack of consideration and response to the submissions of the RIRs to ICANN. In the light of this the APNIC EC are unwilling to accept the proposed changes to the composition of the ASO, the proposed changes to the support mechanisms of the ASO and proposed changes to the role of the ASO within ICANN.
