2 Two Issues from the Last AdCom Meeting Should we continue to be a member of the Biometrics Council? –Little interest from the Nuclear and Medical Imaging community –Potential opportunities seen by the Plasma Science and Applications community Should we become a financial partner in the publication of the new Biometrics Compendium? –Financial risk is low –Our decision should be based on technical interest rather than on risk avoidance

3 PSAC Interest in the Biometrics Council THz radiation has a demonstrated capability to track bio-markers (both chemical and movement based) To improve effective stand-off distances and signal-to-noise ratios, a roughly three order of magnitude increase in THz source power is needed. –Solid-state devices cannot provide this power. There is a promising opportunity for vacuum/plasma-based devices. Recently, the PSAC community has seen increased activity in vacuum/plasma source development for THz applications –Three current DARPA projects; multiple NSF, ONR, and AFOSR funded programs –Multiple plenary talks at recent ICOPS; in 2009, the first stand-alone THz Sources and Applications session. While the PSAC community understands the source development angle, we are looking for opportunities to engage with the Biometrics community to develop performance requirements and applications.

4 Biometrics Compendium Electronic publication –Will re-publish/re-package biometrics-relevant manuscripts from IEEE journals, conferences, workshops, and symposia –“financial partnership” (MoU) gives the Compendium access to Society publications Approved by TAB and the Publications Committee Editor-in-Chief: Prof. Kevin Bowyer, University of Notre Dame (he is also the EIC of the IEEE Trans. on Pattern Analysis and Machine Intelligence) –An editorial board will be created to select articles and provide some type of TBD “summary” of articles. As of 10/1/2009 BC AdCom meeting, the MoU had been signed by 12 of the 17 sponsors of the Council.

6 Financial Issues The costs to create the Biometrics Compendium will be borne by the IEEE Biometrics Council as per their proposal –Our $2K/year dues to the Council presumably helps pay for the Compendium. –Additional financial risk to the sponsoring societies appears to be low. Compendium Expenses: ~$15K per year (for promotion) Compendium is projected to run an annual net loss from –$13K (2009), $17.6K (2010), $17K (2011), $16K (2012) & $45 (2013) Revenue predictions –$0 (2009), $5.7K (2010), $6.4K (2011), $7.4K (2012) & $8.3K (2013) –~12% growth per year after the first year. Withdrawing as a financial sponsor of the Compendium: “A society can ask to withdraw at any time and we would, in good faith, try to work it out to minimize the impact on all and let it happen as rapidly as possible. It is our expectation that there will be a net gain for the IEEE and no loss for societies and hopefully some gain through visibility and small subscription revenue. Our goal is for this to be a positive experiment for all that succeeds.” - Larry Hall, Vice President for Publications Biometrics Council

7 Pros and Cons of Financial Partnership We provide support to a fledgling journal that can potentially provide a wider audience for NPSS publications. As a financial sponsor of the Compendium, we may have greater editorial input as to its content. In the near term, there will be very little relevant material from TPS or TNS suitable for inclusion in the Compendium. Pro Con
