“FOLLOW-UP TO THE FIFTH INTERNATIONAL CONFERENCE OF NEW OR RESTORED DEMOCRACIES” DEVELOPMENT OF NATIONALLY OWNED DEMOCRATIC GOVERNANCE INDICATORS DR. DAMBA GANBAT, RESEARCHER, DGI DEVELOPMENT TEAM AND DIRECTOR OF ACADEMY OF POLITICAL EDUCATTION GOVERNMENT OF MONGOLIA

Milestones of the Follow-up Project: Development of Nationally-owned Democratic Governance Indicators  The ICNRD-5 has been the first event to announce a commitment by governments of new or restored and mature democracies to develop nationally-owned DGIs;  The first attempt to produce a democracy assessment under the aegis of a governmental institution with a multi-stakeholder participation in new or restored democracies;  Proliferation of indicator sources to measure the performance of governments, quality of institutions, and public perceptions;  The DGIs will have two sets of indicators: core and satellite.

Milestones of the Follow-up Project: Development of Nationally-owned Democratic Governance Indicators (cont-d)  Core indicators are concerned with universal attributes of democracy its particular democratic needs;  The DGIs will contribute to a comprehensive and systematic democracy assessment to strengthen the democratic process in Mongolia and in other countries through an international experience sharing process;  The DGIs development will help enhance the national capacity to assess the strengths and weaknesses of current democratic practice in a systematic manner;  The exercise will provide a framework to national consensus building with the engagement of all stakeholders.
