PROGRESS REPORT ON SCHOOL SPORT TO THE JOINT PORTFOLIO MEETING 01 November 2011

INTRODUCTION On 22 June 2011, the Ministers of Basic Education and of Sport and Recreation met and discussed the school sport planning framework. The Ministers approved the framework and further requested both departments to develop an action plan in realizing the objectives of the planning framework. Draft MoU presented to DG’s, amended and finalised.

TASK TEAM On 23 June 2011, the interdepartmental task team met at Sport and Recreation offices to consolidate the document and agree on the implementation plan. The plan outlines responsibilities of each Department as agreed to in the planning framework. Joint Responsibilities of DBE and SRSA The development of training material for teachers The facilitation of capacity building programmes for teachers Develop a concept document on infrastructure and equipment addressing issues of redress, sharing of facilities and access

DBESRSA Finalization of the school sport policyFinalize guidelines for agencies supporting the delivery of school sport Establish school sport committees and support these committees at all levels to deliver school sport leagues Together with provincial governments and federations identify talent at inter-district school tournaments for further development through the academy system Ensure the delivery of well organized intra/inter school sport activities Assist national federations in the hosting of national junior championships Host national junior Olympic Games biannually in conjunction with SASCOC (to serve as a feeder system for the IOC Youth Olympic Games) Develop concept for sport focus schools Develop a 5 year competitive school sport plan with federations Develop a 5 year capacity development and training programme for educators in code specific skills Develop a school sport calendar

MEMORANDUM OF UNDERSTANDING A Memorandum of Understanding was drafted by the departments capturing the roles and responsibilities as they have been agreed to in the plan as well as a communication protocol.

DRAFT SCHOOL SPORT POLICY The Department of Basic Education revised the draft school sport policy and enriched the document with the approved planning framework. Both ministers met to discuss the policy process including submitting the policy for public comment.

CONSULTATION PROCESS On the July 2011 The Department of Basic Education met with all its stakeholders - Provincial Departments, Teacher Unions, School Governing Bodies, School Code Structures and Partners - to discuss the Integrated School Sport Framework

CONSULTATION PROCESS A task team was established to develop: a) Guidelines for the Establishment of Code Committees b) School Sport Codes 5 Year Plan c) Draft 1 Year Calendar d) Strengthening of School Sport Leagues and Partnerships

SCHOOL SPORT LEAGUES Advocacy on establishment of school leagues in 4 sporting codes commenced in January To date almost 3000 schools have registered throughout the country, the provinces are preparing for the cluster tournaments. National launch of the leagues and distribution of donated sport material was halted to give way to the political mandate of developing an integrated school sport plan.

SCHOOL SPORT CODE DEVELOPMENT PLANS Federations have worked jointly with interim school code committees to prepare national code development plans that are inclusive of school sport All code development plans are aligned to the Long Term Coaching Development Plan, the Long Term Participant Development Plan and the South African Sports for Life plan that are regulatory instruments developed by SRSA and SASCOC Code plans are inclusive of national school leagues, capacity building, talent identification and development

COACH TRAINING While a key focus for school sport leagues is the provision of a progressive competitive structure and a mechanism for the identification of talent, it will be essential to retain the appropriate balance between play, practice and competition for children and youth. This must be supported by suitably skilled coaches that have the ability to guide the improvement of children and youth in line with their need and stage of development.

TRAINING OF EDUCATORS To deliver on its mandate SRSA will rollout the new SA Coaching Framework as a pilot targeting educators from 2011 to 2014 The process will be coordinated by SASCOC through a SLA with SRSA 16 Federations have been identified to participate in the first phase of rollout on condition that they meet the set criteria SRSA will support federations to launch their coaching programmes nationally and provincially

TRAINING OF EDUCATORS A massive media campaign will be launched to popularise the programme amongst the public to invite their applications Advertisements will be placed in all the national and local newspapers to invite trainers and coaches All trainers and coaches will be data based and tracked The process will be monitored by HSRC and an impact report will be tabled annually

NATIONAL SCHOOL GAMES Base document developed and being work-shopped with key stakeholders for inputs Intra and inter school leagues will culminate in District school games in 53 districts co-ordinated by municipalities, DSR, DBE, Federations, School Sport Code Committees, Love Life, DoH Selected athletes will then participate in a National School games of international quality coordinated by SRSA, SASCOC and federations.

WORK WITH STAKEHOLDERS SAFA – school sport unit working jointly with SAFA to develop model for role out of the Grassroots development football programme as part of the FIFA legacy programme The programme is being aligned to the SA Coaching Framework and Long Term Participant Development Plan Love Life - Workshops conducted to align business plans. From new financial year all programmes will be fully aligned. Love life will support training of educators as well as provide volunteers for all the proposed district and national games, including all federation events

LONG TERM PARTICIPANT DEVELOPMENT SUPPORT In supporting the delivery of intra and inter school league programmes SRSA will engage SASCOC and sport federations to: a) Develop guidelines for the delivery of code specific competitions and leagues taking into consideration the contextual factors that often impede delivery. b) Make available skilled personnel to identify talented athletes and officials as well as mentor and support coaches, umpires and technical officials.

LONG TERM PARTICIPANT DEVELOPMENT SUPPORT Advise on varied competition formats for intra and inter school competition and which are age and stage appropriate. Enable young disabled people to participate in regular competitive sport Develop meaningful competitive opportunities as part of the sport pathway for young disabled people

SCHOOL SPORT LAUNCH Steering committee set up and has been meeting Date for launch is Saturday, 05 November 2011 at UJ Campus Soweto Launch will include: Exhibition games targeting 600 primary school learners in football, netball, rugby, athletics, volleyball A Gymnastrada display Ceremonial signing of the MoU by the Ministers 1400 key stakeholders and Love Life volunteers

WAY FORWARD Implementation of the recommendations as outlined in the plan The MoU has been developed, supported by a programme of action. Prepare the signing of the MoU by the Ministers at the Launch Finalization of the School Sport Policy and guidelines on sport implementation. Basic Education Minister to publish the School Sport policy for public comment
