Liepaja Region’s experience in permits issue process Liepaja Regional Environment Board  Liepaja Region has 13 A category installations, 11 from it already exist  Division of A category permits by industry sectors: Energetic - 1 Metal production and processing – 1 Mineral ware production – 1 Refuse management – 2 Textile industry – 1 Farms – 7 (6 – pigs, 1- poultry farm)

A category permits issue process – 2  Financial assessment of new BAT introducing with assessments profits for an environment (experts, installation’s technicians and economists)  According of time for new BAT introducing and put it in conditions of the permit (experts, installation’s managers)

Problems - 1 Liepaja Regional Environment Board A category permit  If operator delegate to make an application to another firm, often an application haven’t good quality  All BREF and BAT haven’t translated to Latvian (textile processing, pigs growing, metal production and so on)  Environment Region Board hasn’t specialists with knows all production technologies

Problems - 2 Liepaja Regional Environment Board A category permit  Existence of installations with use technologies, with EU already hasn’t use (haven’t BAT and BREF)  Frequently changes and contradictions in lows acts obstruct to produce quality permit  Deficit of human and material resources
