Gaps and inconsistencies in oil and gas statistics in Norway National practices - session 5f Oslo City Group, 7 February 2006 Jon Skartveit, Statistics Norway
Quality in oil statistics The oil market Quality problems in oil statistics: –Timeliness of national figures –Accuracy and revisions of national figures –Differences in definitions and measurement –Differences in methods –Knowledge about the market at the respondents –Reporting is voluntary
Value of production The value of production is important for National Accounts Compare different internal sources: –Annual oil statistics: quantity, prices, costs –Export statistics: quantities and values –Economic indicators –Energy balance Small errors – huge consequences Norwegian quality project Close relation between oil statistics and NA
Product definitions Different international standards and definitions are used Also within Statistics Norway (example NGL) –Oil stat (NA): NGL = ethane + propane + butanes (defined from the industry) Condensate = condensate + naphtha/gasoline –External trade (HS-nomenclature) detailed list - no aggregated groups International reporting –IEA and EUROSTAT: NGL = ethane + propane + butanes + naphtha/gasoline Condensate – enters into crude oil
Export figures Sources to export figures –NPD (the companies) –Division for external trade (customs) Deviations –destination countries –producing fields –incomplete reports Other challenges –Crude oil crossing borders on its way to the owning country –Time delay in registration –Classification by the customs
Time of collecting data Collecting same data at different times –Use in monthly, annual and “final” statistics The concept “final figures” –Corrections and revisions
Population International market National vs. foreign companies Activity within or outside national borders Defining main activity Mergers and buy-ups
Recommendations Agree on international standards –Integrate international definitions into national statistics Documentation of national production routines
