External Applications Menu If you need to access an application outside of VCSS, select one of these External Applications menu options. From the menu bar, select External Applications > [application]. If you need to access an external application for other business with GSA, access the External Applications menu bar options: Pay.gov IPAC ROW WebBill RWA MORRIS TOPS EMORRIS We are now going to walk through each of these External Application options in this section. H1

Launch an External Application When you select an External Applications menu option, VCSS displays a confirmation message to confirm that you are about to launch an application in a new window. Select the [OK] button to confirm you are launching an external application. Select the [Cancel] button to go back to the previous page. It is important to note that once you launch one of these external applications, you are going to be working outside of VCSS. Most of these external applications require a login, separate from VCSS. External Applications Treasury Applications Pay.gov Pay.gov is a Treasury website that provides a suite of services to obtain and process collections electronically using credit card and Automated Clearinghouse (ACH). Selecting this option launches http://pay.gov in a new window. IPAC IPAC (Intra-governmental Payment and Collection System) is a Treasury application that facilitates the intra-governmental transfer of funds, with descriptive data from one Federal Program Agency (FPA) to another. Selecting this option launches http://www.ipac.fms.treas.gov in a new window. Here is an overview of the treasury applications available through the VCSS. Pay.gov is used to process collections electronically. The intra governmental payment and collection system(otherwise known as IPAC) is also accessible if you need to facilitate intra governmental fund transfers. H3

External Applications (Cont’d) GSA Applications ROW ROW (Rent on the Web) is a GSA, Public Buildings Service (PBS) website for the review of rent monthly bills and invoice history. Selecting this option launches https://www.pbs-billing.gsa.gov/ROW/ in a new window. WebBill Federal Acquisition Service (FAS) WebBill is a website where Global Supply/ Automotive Purchases and Fleet customers can view past billing information prior to the conversion to VCSS, generate reports and download information. Selecting this option launches http://finance-kc.gsa.gov/webbill in a new window. RWA RWA is eRETA, which is External Reimbursable Work Authorization (RWA) Entry and Tracking Application. eRETA is a PBS Customer Portal for accessing real-time RWA information and documents. Selecting this option launches http://www.gsa.gov/rwa in a new window. The GSA applications accessible include Rent on the web or ROW. ROW is used to review monthly rent bills. WebBill is also available for Global Supply and Fleet customers to view billing information. Next is RWA’s External Reimbursable work authorization entry and tracking application also know as eRETA. This can be used to access real-time RWA information. H4

External Applications (Cont’d) GSA Applications MORRIS MORRIS (Monthly On-Line Records and Reports) is a GSA FAS website for Federal Technology Service (FTS) 2000/2001 billing and inventory under the Wide Area Networx (WAN) business line. Selecting this option launches https://morris.ftsbilling.gsa.gov/ in a new window. TOPS TOPS (Telecommunications Ordering and Pricing System) is a GSA FAS system for online ordering and consolidated billing of GSA local services contracts. Selecting this option launches https://topsbill.ftsbilling.gsa.gov/pls/tops/tops.home in a new window. EMORRIS EMORRIS (Enhanced Monthly On-Line Records and Reports) is a GSA FAS website for Network billing and inventory management under the WAN business line. Selecting this option launches https://emorris.fasbilling.gsa.gov in a new window. Monthly online records and reports or MORRIS is also available and is the website for the Federal technology service billing and inventory under the wide area network business line. Telecommunications ordering and pricing system or TOPS is for online ordering and billing for GSA local services and contracts. Enhanced monthly online records and reports or EMORRIS is for networking billing and inventory management under the wan business line. H5
