HOW A BILL BECOMES LAW ?

IDEAS Come from private citizens, interest groups, the president, or officials in executive.

COMMITTEE ACTION  Once a bill has been introduced on the floor of the House or Senate, it is referred to the appropriate committee or committees for evaluation.

COMMITTEE HEARINGS  In law, a hearing is a proceeding before a court or other decision-making body or officer, such as a government agency.

MARKUP SESSION  The process by which congressional committees and subcommittees debate, amend, and rewrite proposed legislation.  It is considered a critical step in the legislative process.

HOUSE & SENATE

COMMITTEE ACTION OOnce a bill has been introduced on the floor of the House or Senate, it is referred to the appropriate committee or committees for evaluation.

FLOOR ACTION FFloor action — rules and agreements, amendment and debate, and final vote represents the homestretch of the legislative process. More so in the Senate than in the House, this is the most decisive step in determining the shape and fate of the bill.

CONFRENCE ACTION  A conference committee is a committee of the Congress appointed by the House of Representatives and Senate to resolve disagreements on a particular bill.  The conference committee is usually composed of the senior Members of the standing committees of each House that originally considered the legislation.

CONFRENCE ACTION PT 2.  Conference committees operate after the House and the Senate have passed different versions of a bill. Conference committees exist to draft a compromise bill that both houses can accept. Both houses of Congress must eventually pass the identical legislation for the bill to become law.

APPROVED BILL SENT TO PRESIDENT TThe president has to sign off on the bill, in order for it to become a law, if he refuses it is referred to as a veto. VVeto- he power of one branch of government to reject the legislation of another. AAlso is considered to be an order prohibiting something.
