Implementing the Bobcat Protection Act Fish and Game Commission December 3, 2014 Van Nuys, CA

Review the provisions of the law Discuss some of the challenges for implementation Outline our proposed approach Provide examples of proposed trapping zones, and closure areas Present Department’s recommendation

Prohibits bobcat trapping adjacent to Joshua Tree National Park Requires Commission to adopt regulations prohibiting bobcat trapping adjacent to protected areas Specifies use of highways, major roads, or other “readily identifiable features” for closure boundaries In 2016, consider additional closures adjacent to other conservation lands if requested by the public Set trapping and tag fees to fully recover administrative and implementation costs associated with bobcat trapping

Alternatives considered 1.Use GPS technology to designate specified closure zones around all protected properties Pros: - Relatively easy to accomplish - Makes use of modern technology - Provides better buffers - Minimizes regulatory text Cons: - GPS signals not always dependable in rugged terrain - May be more difficult to enforce - Does not meet statutory requirements

Alternatives considered 2.Designate bobcat trapping zones and use readily identifiable features to define closure zones around protected properties Pros: - Consistent with statute - Reduces the number of closure zones - Clearly defined zones easier to enforce Cons: - Closes a large portion of the state to bobcat trapping - Still adds a substantial volume of unwieldy regulatory text

The trapping of bobcats is prohibited in Modoc National Wildlife Refuge in Modoc County and in the area adjacent to and surrounding the refuge described with the following boundaries: Beginning clockwise from the point where Highway 395 crosses Parker Creek; east along Parker Creek to the point where County Road 58 (Parker Creek Road) crosses Parker Creek; west on County Road 58 (Parker Creek Road) to the intersection with County Road 56 (Parker Creek Road); south on County Road 56 (Parker Creek Road) to the intersection with West Warner Road; south on West Warner Road to the junction with County Road 64 (Jess Valley Road); south and then west on County Road 64 (Jess Valley Road) to the junction with Highway 395; north on Highway 395 to the point where Highway 395 crosses the South Fork of the Pit River; north along the South Fork of the Pit River to the point where County Road 54 (North West Street) crosses the South Fork of the Pit River; south then west along County Road 54 (North West Street) to the intersection with County Road 75; north on County Road 75 to the junction with Highway 299; east on Highway 299 to the junction with Highway 395; east on Highway 395 to the point of the beginning.

The trapping of bobcats is prohibited within Castle Crags State Park in Shasta County and in the area adjacent to and surrounding the park described with the following boundaries: Beginning north of the park, clockwise from intersection of Stewart Springs Rd and Interstate 5, South on Interstate 5 to the Junction of Interstate 5 and State Route 89, East and South on State Route 89 to County Road 11 (Squaw Valley Rd) to the crossing with Connor Creek, south following Connor Creek to Squaw Valley Creek, South following Squaw Valley Creek to the McCloud River Arm of Shasta Lake, South to the Crossing of Interstate 5 and Shasta Lake, North on Interstate 5 to County Rd 21 (Dog Creek / Fenders Ferry Rd), West on County Rd 21 (Dog Creek Rd) to the Junction with County Road 106 (East Side Rd), North to the Junction with State Route 3, North on State Route 3 to IP Road, Northeast on IP Road (National Forest 17), North on National Forest 17 (Forest Rte. 42N17) to Stewart Springs Rd, Northeast to Old Highway 99, East to Interstate 5, South to point of beginning (Junction of Stewart Springs Rd and Interstate 5).

1.Define northern and southern bobcat trapping zones to include areas with substantial bobcat trapping records over the past decade 2.As directed by statute, define closure zones using highways, major roads and other readily identifiable features around the 34 state and national parks, national monuments, and wildlife refuges within the two trapping zones
