The indicators 1.1 and 1.2 are YES or NO indicators SCOPE – Bilateral – Multilateral – Government and society LEVELS – National – Subregional – Local/city – Formal/informal TOPICS – Topical: NCDs, IHR, Tobacco, occupational and environmental health, transport, PROCESS; include health in already existing coordination mechanisms versus setting up new “HiAP” coordination mechanisms

Strategic Line of Action 1 Establish the Need and Priorities for HiAP Objective [1.1] Assess the potential impacts of public policies on people’s health, health equity and health systems, ensuring that those responsible for policy-making are aware of and understand these potential policy impacts on health Indicator 1.1: Number of Countries with established/regional networks of multisectoral working groups and stakeholders to evaluate the impact of government policies on health and health equity ActionsWhatWhenWho 1 Develop the minimum criteria of “compliance” with indicator accepted, including process and progress (TORs, sub- indicators) immediatePAHO 2 PAHO and governments to negotiate and integrate health into already existing networks (regional, national), (including policy/priorities mapping) By mid 2016PAHO

Strategic Line of Action 1 Establish the Need and Priorities for HiAP Objective [1.1] Assess the potential impacts of public policies on people’s health, health equity and health systems, ensuring that those responsible for policy-making are aware of and understand these potential policy impacts on health (2)Indicator 1.1: Number of Countries with established/regional networks of multisectoral working groups and stakeholders to evaluate the impact of government policies on health and health equity ActionsWhatWhenWho 3 “Support” map- out policy opportunities and actors- identify the range of entry points and the most suitable methods on HAIP approach (eg HIA etc etc) By mid 2016PAHO 4 Maintain relevance: Influence SDG agenda as related to HIAP…..identify strategies to use SDGs as entry point……. To be further developed Before September 2015 PAHO and MSs

Strategic Line of Action 1 Establish the Need and Priorities for HiAP Objective [1.1] Assess the potential impacts of public policies on people’s health, health equity and health systems, ensuring that those responsible for policy-making are aware of and understand these potential policy impacts on health Indicator 1.2 Number of Countries and Territories implementing the Health in All Policies Framework for Country Action ActionsWhatWhenWho 1 Develop the minimum criteria of “compliance” with indicator accepted, including process and progress (TORs, sub-indicators) taking into relationship between 1.1 and 1.2 (sequential) immediatePAHO 2 Clarify how this indicator works for federal States immediatePAHO 3 4 5

Highlight at least 5 Key Recommendations Implementing Strategic Line of Action 1: 1. Identify the champion and reframing 2. Adopt win-win strategy 3. facilitating, capacity building on health diplomacy and negotiation skills (Start in house) 4. mapping, understanding, preparedness 5. Strategic planning beyond “political cycles/philosophies” Highlight at least 5 Key Challenges Implementing Strategic Line of Action 1: 1. Making the case 2. Understand co-benefits and using their language 3. Health is not always ready to lead 4. Readiness and recognizing window of opportunity 5. sustainability, carry over political periods

Validating the Indicator Analysis: Strategic Line of Action Three Key Recommendations Regional Plan of Action on HiAP Strategic Lines of Action Objectives Indicators Implementation Plan and Challenges

3 recommendations on indicators 1. There are various stages in this process; from entirely formal to totally informal. – Although it is Optimally a formal network, which can include …. – Allowing MS to develop over time 2.There need to be more specificity on the various levels of the coordination mechanism (Global, Regional, National, Sub-National, local, city and community). The level informs the facilitator and the mapping 3.YES-NO but… The indicator needs to allow for flexible approaches to occur in the countries

Final Conclusions from Group 1: 1. Win-win. Co-benefits. Health serves other agendas. Co-design/Partnership 2. Sustainability needs to be build in from the beginning (strategic planning versus political cycle or party planning) 3. Dedicated human and financial resources are required to implement the framework for country action 4. Recognizing and being ready for window of opportunity is key 5. Looking for successful experiences and collaborative opportunities outside of the region Regional Plan of Action on HiAP Strategic Lines of Action Objectives Indicators Implementation Plan and Challenges
