The Cash Learning Partnership (CaLP) The CaLP believes that cash transfers and vouchers are tools that can contribute to making humanitarian preparedness and response more effective at meeting the diverse needs of affected people, while promoting recovery. The CaLP aims to promote appropriate, timely and quality cash transfer programming

Cash Transfer Programming (CTP) is a Tool... Can be used on their own, or in combination, to meet basic needs and/or to protect, establish or re-establish livelihoods... when analyses confirm their appropriateness....for meeting needs and programme objectives, but with significant change potential.
