Caring, compassionate and responsive2 What is unique to the Province? Mpumalanga - "the place where the sun rises" - is a province with spectacular scenic beauty and an abundance of wildlife, lying in the northeast of South Africa. Bordered by the countries of Mozambique and Swaziland to the east and the province of Gauteng to the west, it is situated mainly on the high plateau grasslands of the Middleveld, which roll eastwards for hundreds of kilometers. In the northeast, it rises towards mountain peaks and terminates in an immense escarpment. In places this escarpment plunges hundreds of meters down to the low-lying area known as the Lowveld. In the eastern region lies the southern half of the magnificent Kruger National Park, a nature reserve teeming with African wildlife in a total area roughly the size of Israel. Mpumalanga is highly accessible, with a network of excellent roads and railway connections, as well as a number of small airports. The Kruger Mpumalanga International Airport became operational in Nelspruit is the capital, and the administrative and business hub of the Lowveld. Witbank is the centre of the local coal-mining industry; Standerton, in the south, is known for its large dairy industry; and Piet Retief in the southeast is a production area for tropical fruit and sugar.

Caring, compassionate and responsive3 What is unique to the Province? Despite the light of the sun we also generate electricity from coal in the Province. Two large sugar industry are found at Malelane in the east; Ermelo is the district in South Africa that produces the most wool; Barberton is one of the oldest gold-mining towns in South Africa; and Sabie is situated in the forestry heartland of the country. The Maputo Development Corridor, which links the province with Gauteng and the Port of Maputo in Mozambique, heralds a new era of economic development and growth for the region. As the first international toll road in Africa, the corridor is set to attract investment and release the local economic potential of the landlocked parts of the country. Mpumalanga is a popular tourist destination.

Caring, compassionate and responsive4 What is unique to the Province? Mpumalanga Province has a population of approximately and is dominated by Africans as they count to 93% of the total population. Almost 61% of the population resides on the rural areas whilst 39% on the urban areas. According to the 2001 Census, 27.5% of the population aged 20 years or older had no formal school education, and 41% of those in the age group of were unemployed. Almost 55% of the province’s population lived below the national poverty line in 2002 (UNDP, 2004) About 67% of all households lived in formal dwellings, and 16% and 13% in informal and traditional structures respectively. On average, 4 persons shared a household. Approximately undocumented persons are found in the area. Due to it’s proximity to Swaziland and Mozambique the integrity of the country is seriously challenged by the porousness of our border lines.

These hospitals are: –Rob Ferreira Hospital-Nelspruit –Shongwe Hospital-Nkomazi –Temba Hospital-Nsikazi –Embhuleni Hospital-Eerstehoek –Ermelo Hospital-Ermelo –Kwa-Mhlanga Hospital-Kwa-Mhlanga –Middelburg Hospital-Middelburg –Witbank Hospital-Witbank –Lydenburg Hospital-Lydenburg –Amsterdam Hospital-Ermelo –Barberton Hospital-Barberton –Mapulaneng Hospital-Mhala –Matikwane Hospital-Mkhuhlu –Tintswalo Hospital-Acornhoek More hospitals have been identified, but they cannot accommodate us currently due to upgrading that is either taking place or will take place in the near future.

Caring, compassionate and responsive21 MOBILE UNITS Caring, compassionate and responsive  Twelve (12) trucks have been received for this province. –The trucks were allocated to districts where there are large rural areas where there are no infrastructure of Service Points. These areas are: Eerstehoek Nkomazi Ermelo Kwa-Mhlanga Nelspruit Witbank (x2) Nsikazi (White River) Mhala (x2) Lydenburg Mmamehlake

Caring, compassionate and responsive26 OFFICE ACCOMMODATION Regional Office Witbank and District Offices Barberton and Lydenburg are currently on RAMP. The progress at all three offices are good. Regional Office Nelspruit and District Office Mhala has been put on the footprint for the upgrading of offices by the Turn-around team The tender for accommodation for Secunda (Evander) will go out during May 2008 from DPW. Landlords are busy with the upgrading of the ccommodation for the new Service Points at Daantjie, Msogwaba, Mgobodzi and Mbangwane. District Office: Nsikazi will move to White River during May The new landlord is currently busy with the final changes to the office. Possible accommodation have been found for the following new district offices: Mapulaneng, Standerton, Volksrust, Siyabushwa and Belfast. DPW in the process of negotiations. Specifications for accommodation at two new Thusong Service Centres were provided to DPW. They are Thuthukane and Marapyane.

Caring, compassionate and responsive27 OFFICE ACCOMMODATION There is a possibility of alternative accommodation for District Office Kwa-Mhlanga. The accommodation will be viewed by DPW. Office space, in the old Post Office Building, was viewed by DPW in Balfour for a service point. The problems that were experienced at District Office Hazyview (leakages and smell) have been resolved by the landlord. DPW is however currently investigating the possibility of obtaining alternative accommodation.

Caring, compassionate and responsive28 OFFICE EQUIPMENT All offices have faxes, photocopiers. Track and Trace machines were installed in all Regional and District Offices. Fax – photocopy combination machines have been purchased for seven service points during the year. New furniture was also purchased for these seven service points. Furniture was also purchased for the new office in White River.

Caring, compassionate and responsive29 OFFICE SECURITY Security at offices remains a problem as funds are not available to procure the services of security companies. Currently we have security at: Regional Office: Witbank, Nelspruit and Ermelo and at District Office: Eerstehoek. There are security cameras and a metal detector at Nelspruit. During the next financial year it was requested that security cameras be installed at Ermelo, Eerstehoek, White River and Mhala. RAMP will also install security equipment at Witbank, Barberton and Lydenburg.

Caring, compassionate and responsive30 VEHICLES There are currently 134 vehicles in the Province. –52 Sedans –62 Bakkies –8 Trucks (repatriation) of which 1 is in the process to be written off –12 Mobile Units

All officials have access to information Infrastructure for new service points Final negotiations are being made for accommodation for five service points Services are taken to the clients Forum established with PWD A client forum has been established with PWD. Meetings are being held on a monthly basis. Progress with regard to accommodation, leases etc are being monitored and followed up. They have visited 120 schools in the Province Documentation of youth Information sharing Computer TrainingBasic computer training, presented by SITA, was given to 185 officials. (105 Officials attended the same training during 2006) Officials are able to operate a computer. As a result they have access to information. Izimbizo, Traditional ceremonies and outreach programmes Izimbizo were held at Casteel and Mpuluzi 146 outreach programmes were held Services are rendered at Traditional ceremonies Services are taken to the clients. Caring, compassionate and responsive33 A lot has been achieved this year through a number of initiatives … InitiativeDescriptionImpact Safety and Security awareness program Awareness programmes that are arranged by Safety and Security where DHA is invited to provide services to the communities. 22 of these programmes were already attended Services to the client Political Party Liaison Committee This is a forum between Political Parties, Councillors, IEC and DHA. Currently struggling with accommodation of 6 District Offices. No telephone lines to install computers Departmental owned offices need to be build owing to the fact that there are no developers in the rural areas Deportations The presents of undocumented foreigners remain a problem. The deportation trucks need to be looked at as they do not currently have toilet facilities. Illegal foreigners are deported over long distances and it is a security risk for one to stop. The porous border lines The illegal foreigners must be deported further into their country of origin. Currently they are only taken to the neighbouring country’s border post. It is easy for the illegal foreigners to return to South Africa. A bilateral agreement between country of origin and South Africa for payment for each illegal foreigner that is deported Another cabinet amnesty has to be considered. A request to advertise 66 posts was submitted in May 2007 and only advertised in November. Currently busy with interviews. If the remaining posts are not filled soon the processes in 2010 will be stifled by non availability of officials. The 24-hour service at Lebombo, that was agreed upon by the Ministers of South Africa and Mozambique will not realise. Consideration should be given to provinces to fill the vacancies, more especially the lower levels. Challenges… However, many challenges remain…

Provision has to be made for the continuous funding and covering the rest of the Offices where there are no security officers. The creation of such functions will curb fraud. The cash registers should also be linked to the mainframe Delivery of ID’s The delivery of ID’s by SAPO was not a success.
