Lubanga (Permanent Secretary of the Ministry of Education & Sports) Support needed for the younger (public) universities (Busitema University, Kyambogo University) Too many donors at Makerere University Need for capacity building of staff, particularly in technical sciences (→ petroleum exploration) Lack of cooperation between universities and between donors Need for regional collaboration (staff exchange) 27
