A Spatial Analysis of Existing & Proposed Stations for the San Marcos Fire Department Prepared by: Fadden Geospatial Solutions

Abstract → “In order to develop a plan for the growth and development of a community, it is important to understand the existing conditions that have shaped the community and currents trends that impact the future” (San Marcos Today). → Developing and maintaining effective emergency management programs must be taken into account when planning for city growth

Introduction → The implementation of a GIS provided a spatial analysis by projecting the locations of concentrated growth that will be occurring in and around the City of San Marcos in the next ten years. → The goals and objectives of this project were to analyze the locations of the existing fire stations so as to assess the accessibility and response time of fire station services for the City of San Marcos. → Fadden utilized the Network Analyst extension and created a Network Dataset of the city’s street centerline file.

Data → Boundaries Feature Dataset → Building, City Limit, ETJ, Fire District, Flood 500yr, Floodway98, Master Plan, Parcels, River, and Zoning → Census Feature Dataset → Census points and polygons for the existing, new, proposed, and future fire station service areas → Fire Stations Feature Dataset → Existing, Future, New, and Proposed fire stations for the City of San Marcos

Data → Road Network Feature Dataset → Centerline3 and related files, Current_Service_LN, Current_Service_PY, Current_Stations_PT, Current_Stations_PY, Distance_Buffer, New_Stations, and Proposed_Stations. → Road Topology Feature Dataset → Centerline1 and Centerline1_Topology → Road Utility Feature Dataset → Centerline2, Centerline2_Net, Centerline2_Net_Junction

Data → Service Area Feature Dataset → Existing_SA, Future_SA, New_SA, and Proposed_SA → TFP Topology Feature Dataset → CL_TFP_Merge and the CL_TFP_Topology → Waterlines Feature Dataset → Proposed_Waste_Water, Proposed_Water, Waste_Water, and Water

Methods → Identify current stations and add to geodatabase → Create Network Dataset using Centerlines → Load current stations as facilities and build 1.5 mile service areas → Fix Centerline topology and convert to simple edges → Rebuild Network Dataset and solve

Methods → Identify River Ridge and Airport locations → Load Airport as facility and build 1.5 mile service area → Load River Ridge as facility and build 2.5 mile service area → Fix Centerline topology and convert to simple edges → Rebuild Network Dataset and solve

Methods → Locate areas with poor coverage → Use planning, waterlines, roads, zoning, and flood zones to locate potential sites

Methods → Propose River Rd. and Centerpoint → Merge Centerlines with Thoroughfare Plan → Create Network Dataset based on Merge → Load River Rd. and Centerpoint as facilities and create 1.5 mile service areas → Fix Merge topology and convert to simple edges → Rebuild Network Dataset and solve

Methods → Propose South Hunter, Ranch Road 12, and Staples → Load River Rd. and Centerpoint as facilities and create 1.5 mile service areas → Convert to simple edges near the future stations → Rebuild Network Dataset and solve

Methods → Use ESRI Census point data to find the population of each service area

Methods → Use TNRIS data and Spatial Analyst to calculate slope

Results → Analysis effective → Service areas mapped → Parcels designated that meet criteria → River Ridge – R39932 → Airport – R54593 → River Rd. – R12053 → Centerpoint – R19162 → South Hunter – T13963 → Rand Road 12 – R13214 → Staples – R70337

Discussion → Majority of time spent figuring out what was wrong with Centerline file and Thoroughfare Plan → Parcels inside 500 and 100 year flood planes at River Ridge and River Rd → Cut through road from River Ridge to Post Rd would make River Ridge station much more effective → Thoroughfare Plan not compatible with Walt Overall Blanco drawing → Population has changed considerably since 2000

Conclusions → This project will give the city the ability to implement better emergency response services to central and outlying areas → Central fire station will be relocated to the River Ridge Business Park and a new fire station will be constructed at the Municipal Airport → This project proposes for the addition of two stations at River Road and Staples Road → As San Marcos continues to expand, future fire stations should be located on S. Hunter, Staples, and Ranch Road 12.
