Federal Department of the Environment, Transport, Energy and Communications DETEC Federal Office for the Environment FOEN The implementation of the Gothenburg Protocol in Switzerland Richard Ballaman Head of the Air Pollution Management Section by Federal Office for the Environment Chairman of the Working Group on Strategies and Review Division on Air Pollution Control and NIR

Gothenburg Protocol | Implementation in CH R. Ballaman Agenda The Gothenburg Protocol is the first effect- oriented internationally binding agreement under implementation Monitoring progress on emission and air quality levels Expectations beyond 2010 within the amended Protocol adopted on 4 May 2012

Gothenburg Protocol | Implementation in CH R. Ballaman Air pollution on local, regional and long-range scale Sources Pollutants Effects Receptors Energy SO 2 Acidification Water quality (sources) Agriculture NH 3 Eutrophisation E cosystems ( forest, soils ) Industry O 3 Growth, Crops / Yield agriculture Transports NO 2 VOC PM Lakes / rivers Human health Human beings

Gothenburg Protocol | Implementation in CH R. Ballaman The 1999 Protocol on reduction of Acidification, Eutrophisation and ground-level Ozone Not only emission targets but also establish the way to achieve the national emission ceilings; 6 technical annexes containing emission limit values for stationary sources, fuels and mobile sources, as well as agricultural sources; Monitoring requirements on emissions levels, but also on air pollutants concentrations (EMEP); In CH the Air Pollution Control Ordinance of 1986 contained ELVs similar to the ELVs of the GP

Gothenburg Protocol | Implementation in CH R. Ballaman Emissions trends in Switzerland National emission ceilings

Gothenburg Protocol | Implementation in CH R. Ballaman Air quality monitored in Swiss national network (NABEL) including EMEP stations Payerne and Rigi

Gothenburg Protocol | Implementation in CH R. Ballaman Comparison of national air emissions inventory with measured concentrations trends from 1991 to 2011 Ambient concentrations trends as mean of 14 NABEL stations (100% in 2000) National emission inventory trends

Gothenburg Protocol | Implementation in CH R. Ballaman Amended Gothenburg Protocol adopted on 4 May 2012 New emission reduction commitments for 2020 and beyond versus 2005 as reference year; Emissions reduction commitments on PM including BC; Updated ELVs in 8 technical annexes; Adjustement procedure for 2010 and Stronger monitoring requirements on emissions incl. IIR; air pollutant concentations and effects.

Gothenburg Protocol | Implementation in CH R. Ballaman

Gothenburg Protocol | Implementation in CH R. Ballaman Conclusions Review level 3 and IIR to document the emissions inventories crucial to check the data quality and the compliance of emission inventories with ceilings. Air quality monitoring can be applied to verify the emission long-term trends but not the absolute figures EMEP / GAW network and the national networks are complementary monitoring activities to further document the emissions inventories.

Gothenburg Protocol | Implementation in CH R. Ballaman Thank you to the EMIS team CH for their excellent work Beat Müller (Head of the Section Industry and Combustion) Sophie Hoehn Sabine Schenker Simon Liechti Rainer Kegel Jürg Dauwalder Jiri Mika
