The more wide view on the problem of Virtual Observatory (VO) creation makes it clear that the VO concept mast be expanded. There are no principal differences between data stored in archive and data receiving from telescope or data computing from numerical experiment. There are no big differences between the real science experiment and students training that. There are small differences, in the collaboration sense, between the live association of investigators and virtual one. Therefore the VO would be including not only data collections and software, but the experimental complexes, the education/training features and the virtual intercommunity.

A lot of educational telescopes are remain after Soviet times and exist practically in each regional centre overall territory of Russia. The variable and transient objects monitoring is requesting the long range longitude/latitude observations network. The creation of geographical distributed system that united small and medium size telescopes for Russia is unique possibility to provide the astronomical research on the high worldwide level.

The control, monitoring and observation procedures was set into operation and tested on SAO telescopes. Nowadays the BTA system is exploited constantly and allowed an Internet monitoring, a remote control of the telescope and an input of coordinates. The standard observation unit model was constructed on the base of Meade LXD-55 SN-10 small telescope with Autostar system and compact CCD Pictor 416XTE. The possibility of the telescope remote monitoring including the video monitoring of a telescope, external weather conditions and the acquisition systems TV-cameras is realized.
