Initiating a TO Plan Why Develop a Statewide TO Plan? TO is intrinsic to the implementation of the Oregon Transportation Plan and the success of Intermodal Oregon There is no formal statewide vision for TO that guides TO in the state TO strategies are not always considered as solutions There is no formal, interconnected statewide TO “program” that guides TO in the state There is no policy framework substantiating the investments we are making now There is likely to be heavier reliance on TO solutions in the future
