The characteristics of poverty in Guangxi 1.Poverty occurs in large areas 2.Poor population mainly distribute in Karst mountain areas 3.Minority people suffer from poverty Ⅰ Historical Background

49 poor counties occupied 45% of the total 109 counties, in which 28 were defined by the State Council. There are 4060 poor villages, occupied 28.3% of total. There were 8 million people living in poverty in 2000, in which 1.5 million in absolute poverty. The map of Guangxi The areas in red and yellow are poor counties 1. Poverty occurs in large areas

The Karst area is 89.5 thousand KM 2, occupied 37.8% of total Guangxi areas. The population are dense in Karst mountain area. The ecological system were destroyed and the environment were deteriorated 2. Poor population mainly distribute in Karst mountain areas

3. Minority people suffer from poverty 70% of Guangxi minority people live in poor counties 80% of poor population are minority people

Features of the especial-poor areas in Guangxi There are several kinds of especial-poor areas in Guangxi as the Karst mountain area, border area, minority groups- based area which have the following features: a. Poor villages take up a great percentage within the area; the villagers’ net income per capita is very low; big poor population and poverty is in deep degree.

c. Villagers within the area lag the self-competence for development; financial difficulties; it is difficult for the villagers to lift themselves out of poverty. d. The meanings of the integrated management Integrated management means to integrate financial resource and social resource, commence infrastructure and public facilities in the whole especial-poor area in about two years. The development of infrastructure thus, enhances improvement of production and living conditions and improvement of the environment for investment completely. It also makes the industries that are of advantages more competitive, improves the self-competence for farmers to lift themselves out of poverty and creates the advantaged conditions and basis for the development of economy.

1. Identifying the objective and key contents (1) Objective : Improving infrastructure and public facilities in the poor area to the medium and upper levels of Guangxi. (2) Key contents : (a) Production and livelihood improvement projects ; (b) Poor village infrastructure and public facility improvement projects ; (c) Infrastructure and public facility projects that improve for the environment for bringing investment. Ⅱ Key methods

2. Assigning tasks and responsibility in the integrated administration (1) Guangxi Government established a provincial headquarters comprising about 30 relevant sectors including departments of poverty alleviation, development and reform, finance, transportation, water conservancy and education to administrate the integrated management. The leader of the headquarters is one of the vice-chairmen of Guangxi Zhuang Autonomous Region. (2) Headquarters at prefecture and county levels were also established, and the side-projects’ headquarters were established by the sectors who in charge of the most tasks. (3) Specifying responsibilities for every sectors at all levels, specifying the tasks to each relevant people.

(1)Fund was raised through several sources : a. fund allocated by the province financial system; b. relevant provincial departments provide financial support; c. applying financial support from the central government; d. directing other circles in the society to offer support e. in taking investment of companies and non-government agencies by market operation to increase the investment scale; f. mobilization among the masses to offer free labor and materials to support the project. (2)Managing the capita strictly a. Formulate a set of regulations for project fund management; b. The departments of finance, audit and supervision monitored join together to strengthen the supervision of the use of capita in the whole process. 3.Raising fund and managing it strictly

a. Set up strict regulations for project management and implementation; b. Set up strict construction and quality standards; c. A quality-responsible mechanism was enforced, in which there are people taking up responsibility for project design, implementation; d. A strict progress was set for approving after every project activities; e. Each project should be published to the public in county, township and village levels; f. Construction progress and financial management were published once every month. 4.Implementing scientifically and monitoring strictly
