Background and Rationale Data citation involves: assigning unique, persistent identifiers to datasets and citing datasets when they are used Growing support and use: Professional societies (AGU, AMS), Research institutions (WHOI), Distributed communities (ESIP) and Federal entities (NSIDC, ORNL) Leveraging existing guidelines and efforts ESIP, ORNL, NCAR / UCP

Background and Rationale Uses of Data Citation Provide credit to data creators, authors, and stewards Ensure transparency accountability Aid in tracking the impact of data Help data authors understand how their data are being used Aid scientific reproducibility

Scope Applicable Datasets All publicly-accessible NOAA datasets Initial focus initially on new, frequently-used, or highly significant Intended to gradually extend to all of NOAA's public archival datasets Personnel Roles and Responsibilities for NOAA data producers NOAA National Data Centers Other NOAA data stewards NOAA and non-NOAA users of NOAA data NOAA users of non-NOAA data EDMC

Dataset Identifiers Digital Object Identifiers (DOIs) Persistent and resolvable Common in peer-reviewed literature, increasing use in datasets Obtaining a DOI NOAA obtains authority to issue DOIs Either through Calif. Digital Library or DOE Both are members of DataCite ( NOAA National Data Center issues DOIs for datasets submitted and maintains associated "landing page"

Dataset Identifiers Landing Page Information about and a direct link to the dataset Metadata (machine and human readable formats) Dataset citation recommendation. Resources closely associated with the dataset (collection –level information, funding agencies, publications) Granularity Application Specific Will the granularity support a reasonably accurate starting point for subsequent research? What do you want users to cite? What do you want to get citation metrics on? How do you manage resources internally?

Implementation Roles and Responsibilities NOAA data producers: assign identifiers, help develop landing page NOAA National Data Centers: distribute identifiers; ensure long-term availability of landing page Other NOAA data stewards: assign identifiers to data they steward, direct data to NOAA archival Data Centers, help develop landing page NOAA users of NOAA data: cite datasets in used in projects and results. Inform stewards of datasets without identifiers about this PD Non-NOAA users of NOAA data (recommended): cite NOAA data as described in this PD. Inform stewards of NOAA datasets without identifiers about this PD NOAA users of non-NOAA data (to the extent possible): cite external datasets in a manner similar to NOAA datasets, including identifier if available EDMC: support implementation, tracking and maintenance of this PD DOIs assigned upon public release, can be 'reserved' to track pre-release datasets

Summary Data citation: is increasing will play an important role in assessing the impact of research will elevate awareness for the value of data stewardship This PD directs NOAA's: roles and responsibilities application of DOIs citation recommendations builds upon current data citation guidelines
