Impact/Compensation Assessment Method (ICAT) Application for Utility Corridors

What is ICAT Modification of the Charleston Method. Factor definitions revised to reflect South Louisiana conditions and reflect the watershed approach to compensation brought about by RGL Some Charleston factors removed and others split. Overall weightings remain the same. Weighting of factors changed depending upon perceived importance by the ICAT work group. Calculations unaltered (except for cumulative effect)

Why Are We Developing A New Assessment Method Other methods produce inconsistent and unpredictable results among users Data collection requiring some degree of expertise

Benefits Expected From ICAT Has repeatable results among interdisciplinary project managers having variable regulatory experience Provides a quick and easy assessment methodology Requires minimal amount of field data collection Uses a single set of worksheets applicable to all habitats.

Project Specifics Impacting high quality, relatively undisturbed forested ecosystem. 30 acres in permanently cleared right-of-way. 15 acres in temporary work areas to be restored upon completion of the work. Compensation to be provided offsite, within the basin of impact at either a bank or site specific.

Summary Table

Site Specific Mitigation Project 100-acre site currently in sugar cane. The agricultural area no longer exhibits wetland vegetation and hydric conditions but soils are hydric by definition on all but 5 acres. Propose to effectively restore hydric conditions to hydric soils and plant the site with hardwood species common to the area. Perpetual conservation easement to be held by a recognized private land trust.
