Environmental management: from problem to decision making Viktar Batyrev Siarhei Zenchanka Alexei Zenchenko Minsk Branch of MESI

Goal of this work is to suggest common model of environmental management. This model based on consideration of management circle starting from problem definition and continuing to decision making.

“Environmental management is a management and control of the environment and natural resources systems in such a way so as to ensure the sustainability of development efforts over a long-term basis” (FAO) “Environmental management is a set of tools to deal with any activity, tools for managing, reducing and preventing environmental impact” (Rydén, L., Migula, P. and Andersson, M.)

Problem arising

Environmental monitoring circle

Environmental modeling Description and forecasting of the ecological systems behavior using models based at a considerable degree on two interrelated ideas that relate to all systems: “black box” principle; hierarchy organization principle (decomposition).

Decision making 1. Identify the decision to be made together with the goals it should achieve. 2. Get the facts. 3. Develop alternatives. 4. Rate each alternative. 5. Rate the risk of each alternative. 6. Make the decision.
