It’s not wise for the HSGW to allocate resource for receipt of forward data during the Pre-registration phase because the mobile may stay in LTE for a long time before execute handover, in some case may not execute handover for ever  eAN is aware of handover preparation while ePCF and HSGW are not aware of handover preparation. Therefore eAN knows the right time to trigger allocation of data forwarding address  So there shall be such an indicator in both A9 and A11 messages
