Strategic Analysis (1) Non-tariff trade (NTB) study for East African Community (EAC) Collaborative and co-funded study between ASARECA (ECAPAPA) and ReSAKSS-ECA Researchers from national research institutes in Kenya, Tanzania and Uganda IFPRI Trade Division providing technical support with spatial equilibrium model (SEM) Methodology workshop held in April in Entebbe Further training needed for researchers before data collection starts in June Study expected to last 3-4 months (end September)

Strategic Analysis (2) Common External Tariff (CET) study for COMESA Secretariat Collaborative study between ReSAKSS-ECA and IFPRI’s Trade Division Meeting held at COMESA in April to agree on scope of study and seek official endorsement Awaiting COMESA’s formal endorsement, to follow-up with Cris Muyunda during this trip Technical training need for analysts in the region as part of capacity building efforts to increase pool of skills Study to be wholly funded by ReSAKSS-ECA as support to CAADP’s pillar 2 on expanding markets and access Study expected start when COMESA approves it, but will last to early 2008

Strategic Analysis (3) Vulnerability Analysis in COMESA Collaborative program between ReSAKSS-ECA and ILRI’s Targeting and Innovations Theme Concept note has been developed and preparatory work has began First component will produce vulnerability hotspots in COMESA, and current methodologies and approaches to risk management Second component will identify promising instruments to sustainable risk management for possible upscaling in the region ILRI researchers building partnership with Cornell University and Columbia University on vulnerability analysis Spatial characterization to be completed by end of 2007, while the second component will be completed in 2008

Strategic Analysis (4) Investment analysis in ASARECA countries Collaborative and co-funded program between ReSAKSS-ECA and ASARECA ASARECA Committee of Directors approved this program early May First component will be the mapping of donor investments in ASARECA countries and to be completed by November 2007 ASARECA programs will provide the data and ILRI’s GIS unit will do the mapping, further analysis will be collaborative Preparatory activities have already started Second component on investment to extend IFPRI/ASARECA study will commence later in 2007, with ILRI taking leadership and collaborating with IFPRI

Knowledge Management (1) Investment Options for Livestock in North- Eastern Kenya for Kenya’s Vision 2030 ILRI received a request from the government of Kenya ReSAKSS-ECA provided the technical guidance on the study ILRI’s researchers undertook the analysis Draft report produced Mid-2007 and a workshop planned to be held soon with government officials Kenya government to pay for the service

Knowledge Management (2) Extension Delivery Mechanisms: Lessons and Best Practices ReSAKSS-ECA received a request from the Kenya Agricultural Productivity Project ReSAKSS-ECA researcher currently reviewing several studies from around the world Draft report to be produced mid-June Study to be fully supported by ReSAKSS- ECA

Knowledge Management (3) Establishment of website and knowledge platform for ReSAKSS Slow progress on this front IFPRI has new initiative to be discussed at the coordinators’ meeting in Lusaka The website in long overdue as an effective communication tool Increasingly stakeholders in ECA are asking about the website

Knowledge Management (4) Monitoring and evaluation IEHA report produced at end of 2006: key output was mapping of USAID investments in Kenya and Uganda Regional trends report for COMESA produced at the end of 2006 Limited feedback on both reports from USAID and COMESA: not sure about usefulness and format/content of 2007 reports

Knowledge Management (5) Budget tracking at national level Uganda: Agriculture Sector Public Expenditure Review A Joint GOU, DFID, World Bank and ReSAKSS (ILRI) Study Contract for study awarded to Oxford Policy Management Final draft submitted last week, presented on to stakeholders May 30, 2007

Capacity Building ReSAKSS-ECA’s principle is to build capacity through collaborative studies Analytical capacity is weak in the COMESA/ASARECA region Training/re-tooling is the only practical and long- term solution to capacity issues ReSAKSS-ECA and IFPRI’s Trade Division planning to undertake training for analysts for the NTB and CET studies Similar training is needed to support analytical work for CAADP roundtables, especially the growth and investment analysis

Governance of ReSAKSS-ECA COMESA is chair of the steering committee First meeting held November 2006 at regional priority setting workshop Committee will meet twice a year, next meeting will be after some analysis is completed Support from COMESA could be strengthened

ReSAKSS-ECA Staffing ReSAKSS-ECA will have four core staff: Regional Coordinator Post-doc, from Purdue University, reporting September 1, 2007 Monitoring and Evaluation Analyst to be appointed by end of June 2007 Research and Policy Analyst to be appointed by end of June 2007 ILRI economists and GIS analysts will provide additional skills needed by the node
