RCSD Vision The Regina Catholic School Division will provide a quality Catholic education that is faith-based, student-centred and results-oriented. RCSD Mission The Regina Catholic School Division will work with the community and the local church to provide a Quality Catholic education that fosters academic excellence and the development of informed, responsible citizens.

 Ensure a quality Catholic education is offered for each student within all Regina Catholic schools  Strategically plan for and accommodate the annual projected student enrolment growth  Strategically plan to incorporate the Division’s short, middle and long term proposals  Strategically invest resources, and review program offerings and facilities usage for effectiveness and efficiency

Northwest

September 2017  St. Angela Merici School – French Immersion  St. Nicholas School – English

 École St. Angela is projected to have 515 students  St. Nicholas School is projected to open with an enrolment of 350 students (260 students from St. Angela and 90 students from St. Bernadette)  St. Bernadette School is projected to have 450 students  The transition for all St. Angela School English students will occur in September 2017

 With new boundaries created for St. Nicholas and St. Bernadette schools, transferring bused students from the former St. Bernadette catchment area to St. Nicholas School, will result in busing requirements with similar or potentially shorter bus routes  English school boundary changes would result in:  providing busing to students within the respective school boundaries

 grandfathering St. Bernadette students who wish to remain at the school but will not be eligible for busing to St. Bernadette School if they reside in the St. Nicholas boundary  making a busing exception for the St. Bernadette Grade 8 (approximately 8) students who would receive the option of busing, even though they are out of the St. Bernadette boundary

 As of September 11, 2015, 429 out of 682 students attending St. Angela were bused to school, leaving 253 students that get to school by other means. It is possible that up to four bus routes would be required to transport English speaking students destined for St. Nicholas School pending the establishment of the walking/busing boundaries.  Since all students from the current St. Bernadette School attendance area are presently bused to St. Bernadette School, no additional busing capacity would be required to bus these students to St. Nicholas School.

Southwest

September 2017  St. Kateri Tekakwitha School – Dual Track (English & French Immersion)  St. Pius X School – French Immersion  Deshaye Catholic School - English

 St. Kateri Tekakwitha is projected to open with an enrolment of 310 students (160 English and 150 French Immersion)  École St. Pius X is projected to have 475 students  Deshaye Catholic School is projected to have 300 students

 As of September 11, 2015, 296 out of 425 students attending Deshaye School were bused to school, leaving 129 students that get to school by other means. Deshaye students living within the current proposed St. Kateri boundary are bused to Deshaye and would be bused to St. Kateri with no anticipated change to the current busing complement.  As of September 11, 2015, 388 out of 523 students attending St. Pius were bused to school, leaving 135 students that get to school by other means. St. Pius students living within the current proposed St. Kateri boundary are bused to St. Pius and would be bused to St. Kateri with no anticipated change to the current busing complement.

 With new boundaries created for St. Pius, Deshaye and St. Kateri schools, transferring bused students to St. Kateri will realize bus requirements to a different school/location with similar or shorter bus routes  Given the number of students attending Deshaye Catholic and St. Pius from Harbour Landing, it is possible that bus routes may be eliminated at the time St. Kateri opens.

 School boundary changes would result in: ◦ providing busing to students within the respective school boundaries ◦ grandfathering St. Pius and Deshaye students who wish to remain at their respective schools but will not be eligible for busing if they reside in the St. Kateri boundary ◦ making a busing exception for the St. Pius and Deshaye Grade 8 (Deshaye-15 and Pius-31) students who would receive the option of busing, even though they are out of their respective boundaries  If St. Pius X receives Ministry approval to rebuild, it will become the French Immersion school for the area with St. Kateri offering only English programming

Southeast

September 2017  St. Elizabeth School – French Immersion  St. Gabriel School – English  St. Marguerite Bourgeouys School – English  St. Dominic Savio School – English  St. Andrew School – Under Review (with intent to repurpose/close)

 St. Elizabeth School is projected to open with an enrolment of approximately 400 students  St. Gabriel School is projected to have 429 students  St. Dominic Savio School is projected to have 232 students  St. Marguerite Bourgeoys School is projected to have 219 students

 Financial and operational efficiencies with 4 schools versus 5 schools  All St. Andrew students would transition to the new school building for September 2017  St. Andrew has waited for at least a decade for a facility upgrade  Significant French Immersion student enrolment numbers come from the east area of Regina  Least disruption to the existing schools in east Regina

 As many current French Immersion students live in east Regina, busing time would be reduced for students eligible for transportation  As of September 11, 2015, 339 out of 393 students attending St. Andrew were bused to school, leaving 54 students that get to school by other means. It is possible that one additional bus route would be required to transport these students to St. Elizabeth School, pending the establishment of the walking/busing boundaries. It is possible, however, that students residing in the Greens on Gardiner subdivision that are currently bused to St. Andrew may no longer require busing (one route) pending finalization of the walking/busing boundary.

 St. Marguerite, St. Gabriel, St. Dominic remain viable for English programs (e.g. Praxis report)  St. Marguerite School is projected to remain at an approximately 200 student enrolment over the next 10 years  St. Marguerite and St. Dominic schools may be considered as additional sites for RCSD program relocations

 Michael A. Riffel Catholic High School – no changes  Archbishop M.C. O’Neill Catholic High School – no changes

 LeBoldus’ projected 2025 enrolment is 1,201 students  LeBoldus’ space utilization is and will become more of a concern as the student population increases beyond its present enrolment number  LeBoldus will realize the start of an enrolment growth within 3 years

 Dr. Martin LeBoldus Catholic High School -English and French Immersion programming  Miller Comprehensive Catholic High School -English programming, and commencing in September 2018, Grade 9 French Immersion programming will be offered; Grades 9 & 10 will be offered in September 2019, etc…..

French Immersion Programming at Miller Comprehensive Catholic High School  – Gr. 9 French Immersion is offered (1st year of St. Elizabeth School French Immersion Gr. 8s transitioning to high school)  – Gr. 9 & Gr. 10 are offered  – Gr. 9, Gr. 10 & Gr. 11 are offered  – Gr. 9 - Gr. 12 are offered **The French Immersion elementary student enrolment increases beyond 2019 will continue to have an impact on high school facilities.

 The Five Year High School Strategic Plan is being successfully implemented.  Regardless of a new proposed high school, Miller will remain open.  Miller’s student enrolment numbers continue to increase due to a natural demographic shift from East Regina.  Miller has space that may be repurposed based on future plans.  Miller’s projected 2025 enrolment, without any new changes, is 880 students.

 St. Elizabeth / Ecole St. Andrew will attend its neighbourhood high school  Ecole St. Pius X / St. Kateri will attend their neighbourhood high school  Phase in the grade levels beginning in September 2018 – First cohort of French Immersion Grade 9s at Miller; move to Gr. 10 and Gr. 9 in the sending year, etc.  Will allow for long-term planning of high school enrolment capacity given the anticipated enrolment growth in South East and South West Regina

 Communication to the St. Elizabeth School / St. Andrew School community is realized over 3 years  Block scheduling would be required for Gr. 9 French Immersion students – this is already happening for the Gr. 9 English students at Miller  Associate schools: St. Elizabeth, St. Dominic, St. Gabriel, St. Marguerite, St. Catherine, St. Theresa  Keeping the French Immersion cohort together would be the same as when the French Immersion program originally began at LeBoldus  Minimal change for the majority of families and students

 Addresses program and utilization capacity at both schools for short and long term planning  Investment of 1-2 more FI teachers would be required to initiate this change  Investment of additional resources for the Miller French Immersion program  Repurpose areas of Miller to accommodate the increased student enrolment
