States’ Guide to Income Generation and Leveraging Manual The Manual will provide general information focused on Weatherization Income Generation and Leveraging with specific information reference for State Grantees. Topics included:  The State Role in income generation and leveraging – various options for consideration  Messaging and Public Information – data resources and technical support 5
