MALI Presentation Overview I. Institutional mechanisms for monitoring and evaluating the Growth and Poverty Reduction Strategy Paper (GPRSP) II. GPRSP annual review III. Sikasso region poverty database and monitoring/evaluation system (SISEPS) 2

MALI I. GPRSP Monitoring/Evaluation Policy Committee Steering Committee Scoping Group Governance Group PRSP Regional Committee (CROCSAD) PRSP Circle Committee (CLOCSAD) Communal Committee (CCOSAD) HSD Group Productive Sectors Group Technical Secretariat (PRSP Unit) Mali-TFP Joint Committee 3

MALI II. PRSP Annual Review General Objective:General Objective: To evaluate how activities affect people’s living conditions, through the various objectives of the GPRSP and sectoral program reviews Joint review evaluation framework (Short list of GPRSP monitoring/evaluation indicators) List of sectoral policy monitoring indicators National statistical system production capacity: National statistical system coordination committee Statistical master plan Malikunnafoni socio-economic database 4

MALI III. SISEPS Challenges: Before 2009, five territorial communities: Evolved at the margins of national poverty reduction mechanisms and its M&E; Evolved at the margins of national poverty reduction mechanisms and its M&E; Had limited knoweldge of sector policies, of the PRSP and its national M&E poverty indicators; Had limited knoweldge of sector policies, of the PRSP and its national M&E poverty indicators; Performed planning exercises with limited statistical information and use of maps; Performed planning exercises with limited statistical information and use of maps; Demonstrated weaknessed in data analysis for local decision-making. Demonstrated weaknessed in data analysis for local decision-making.

MALI Objectives General objective: To help improve M&E of Malian poverty by involving the territorial communities General objective: To help improve M&E of Malian poverty by involving the territorial communities Specific objective: To develop/establish an M&E poverty database in Mali, with the aim of project expansion, and ensuring effective contribution of territorial communities to GPRSP processes and to the Millennium Development Goals Specific objective: To develop/establish an M&E poverty database in Mali, with the aim of project expansion, and ensuring effective contribution of territorial communities to GPRSP processes and to the Millennium Development Goals

MALI Approach and Principles Approach: Approach: Pilot project involving Pilot project involving a sample of five territorial communities at three levels (a regional assembly, provinces, and two communities) Principles: Principles: - Value what already exists. - Put stakeholders in the picture. - Ensure technical teams flexibility. - Ensure “progressiveness” in defining indicators. - Modernize work tools.

MALI Main Courses of Action - Benefit from the contribution of high-level staff. - Computerize territorial communities in the pilot project area. - Train technical teams and elected officials in specific areas (results-based management, geographic information systems, data analysis, IT). - Support stakeholders at the regional and local levels. - Facilitate at the central level, especially through the Steering Committee. - Capitalize on experience.

MALI Results The PRSP process and its M&E mechanism are better understood. Stronger production, management, and data analysis capacities. Stronger M&E capacities. Modernized work methods and tools.

MALI Results Results (continued) The five territorial communities (TCs): Are equipped with computer-based tools. Have been trained to use RBM, monitoring, evaluation, and data analysis tools Now have basic statistics and a baseline for a range of sectoral indicators. This allows them to set five-year targets. Their achievements can be monitored annually. They can also be used to guide local decision-making.

MALI Several Indicators Access to basic social services indicators 2008 National Target 2008 M’Pèssoba Territorial Community Data source Population with sustainable access to improved water source 69,10 % 88% Hydraulics Antenatal consultation rate 79%87,6% Health Enrollment Rate 80%74% Education Student / teacher ratio at the 1st cycle of basic education (public community and schools) 5962 Education

MALI Partners Swiss Cooperation Office (BUCO) Malian association of circle and regional councils (ACCRM) PRSP coordination technical unit (CT/CSLP) The World Bank, which strongly supports CT/CSLP’s intervention capacities

MALI Lessons Learned Special attention must be paid to means of communication. Rural communities, without any source of electric power, can be computerized at affordable costs (less than 5 million CFA francs), and they can have computerized databases and geographic information systems. It is necessary to strengthen the working relationship between TCs and decentralized government technical services, which played a decisive role in executing the pilot project. The more data are used locally, the greater the chance they can be improved and adapted to the needs of users, in this case, TCs.

MALI THANK YOU !
