3 Partial Certification of Large Ownerships FSC-POL (2000) Rules for Non-FSC Members Non- FSC Members are not obliged to apply for certification, or commit themselves to certification, for their entire set of management units, so long as each candidate for certification is a separate FMU. Why the Policy? To avoid “Greenwashing” by bad actors with small model operations

4 Guidelines for applying FSC-POL Applicant for certification must make full disclose of all forest areas over which the applicant has some responsibility, weather owner, manager, consultant or other responsibility. This disclosure shall be documented in the certification report. 2.Applicant shall explain the reasons for seeking partial certification and this explanation must be documented in the certification report. 3.Based on auditor findings, SmartWood shall determine whether stewardship in the non-certified lands compromises the applicant or certificate holders demonstration of long-term commitment to FSC P&C (1.6) and whether this constitutes a serious failure of Principle 1. 4.Audit Team must evaluate and document in the report the special controls that are in place that ensure that there is no risk of confusion as to which activities/products are certified and which are not.

5 Gathering evidence to evaluate Criterion 1.6 Comments received from stakeholder notification process. Through direct stakeholder consultation conducted during the assessment/audit. Consultation with regional SmartWood staff and consultants. Note: It is not required or expected that management of FMU’s excluded from the scope of the certification comply with all P&C. Due diligence is require to ensure that a major failure related to Principle 1 does not exist related to management of other FMUs for which the applicant has some responsibility.

6 Excision of area from the scope of certification Applicability of FSC-POL (2004) There are situations in which am FMU as a whole complies with FSC P&C but may contain specific areas in which all of the requirements are not met for reasons that are beyond the control of the managers. The are circumstances when it is acceptable to exclude or “excise” specific areas from the scope of an evaluation without the necessary loss of an FSC certificate for the remaining area.

7 Requirements for Excision (FSC-POL ) FSC Certification may take place when there are factors beyond the control of managers when the following criteria are met. –Managers make all reasonable efforts to avoid any negative impacts. –Managers respond to any negative impact that occur in a prompt an appropriate manner. –The FMP for the certified FMU takes full account of the likely impacts, including budgetary, health and safety, adjustments to AAC for the FMU as a whole, etc. –The area affected by the uncontrolled factors is a very limited portion of the FMU (less than.5% of the area of the FMU in a given year, nor affect more than 5% of FMU total area).

8 Requirements for Excision (FSC-POL ) To Qualify for an excision the criteria must be met: –Management of the excised area does not prevent compliance with FSC standards in the remaining FMU and it shall be clear that the remaining area constitutes a viable FMU. –The excised area is well defined, naturally delineated or artificially demarcated on the ground, mapped and clearly distinguishable form the remaining FMU. –SmartWood shall verify that the excised area is “non- controversial” as defined by FSC (refer to FSC-POL ). –Control measures shall be in place to ensure that wood originating from excised areas is kept separate from certified wood and is not represented as FSC certified. –FME complies with disclosure requirements detailed in FSC- POL section 2.2.e.

9 Applicable Criteria 1.6. Forest managers shall demonstrate a long-term commitment to adhere to the FSC Principles and Criteria. – 1.6.b Forest owners or managers document the reasons for seeking partial certification Forest conversion to plantations or non-forest land uses shall not occur, except in circumstances where conversion: a) Entails a very limited portion of the forest management unit; and b) Does not occur on high conservation value forest areas; and c) Will enable clear, substantial, additional, secure, long term conservation benefits across the forest management unit.
