Regional Commitments in Africa: Outcomes of the African Union Summit in Abuja Professor Babatunde Osotimehin NACA, Nigeria

Concept of Universal Access Represents a commitment by world leaders to develop and implement a package for HIV prevention, treatment and care with the aim of providing universal access to treatment by 2010 Built on the commitments of the –WHO/UNAIDS initiated ‘3X5 initiative’, –G8 summit –UNGASS Seeks to strengthen the capacity of countries to expand access to services at country level Leadership for this provided by UNAIDS and DFID.

Outcome In addition to achieving other internationally agreed targets, AU member states have committed to: –Provide bold leadership –Adopt and implement the agreements reached at the Abuja summit –Allocate and effectively manage domestic resources for sustained implementation –Establish national systems for accountability –Deploy human resources and strengthen health and social systems required to effectively deliver services –Strengthen regional and sub-regional cooperation towards the implementation of agreed strategies

Targets to be met by 2010 Reduce HIV prevalence in young people (15 -24yrs) by at least 25% Ensure that 5million children orphaned by AIDS and 80% of OVC have access to basic services At least 80% of pregnant women have access to PMTCT At least 80% of those in need have access to HIV/AIDS treatment especially ART, as well as care and support

Next Steps Develop an implementation plan for Africa’s Common Position as adopted at the Special Summit in Abuja with the AU providing leadership.
