Chapter Objectives The following issues of implementing technology are discussed in this chapter. Strategic Planning Legal Issues Societal Issues Ethical Issues Emerging Technologies

Strategic Planning

Definition Who is involved Why do it Strategic planning is the “big picture” planning that occurs. Stakeholders are the representatives from all groups that will be affected by the plan. Planning is necessary to make wise, cost effective technology decisions.

Strategic Planning Strategic Planning Steps Figure 12.1 Step 1: Describe the setting Step 2: SWOT Analysis (Strengths, Weaknesses, Opportunities, Threats) Step 3: Determine Mission and Goals Step 4: State Objectives Step 5: Develop Strategies Step 6: Determine Evaluation Step 7: Disseminate Plan

Strategic Planning What’s next?An action plan is developed that describes how the strategies will be accomplished. Includes: acquisitions installations training

Legal Issues

Copyright Fair Use Figure 12.5 Copyright refers to the laws that protects the rights of the owner of intellectual property, ex. text, music, art, software. Fair use guidelines detail when a teacher can incorporate copyrighted materials.

Legal Issues Privacy Acceptable Use Figure 12.5 Every child has a right to privacy. Any information, including pictures cannot be shared without parent permission. Teachers must take steps to ensure acceptable use of technology.  Code of ethics  District policy  Filtering software

Legal Issues Software Piracy Copying or installing software on multiple machines when only one copy was purchased. Software piracy is a violation of copyright laws.

Societal Issues

The Digital Divide Inequities in access to technology. Occurs in relations to socioeconomic status, ethnic, gender and education lines.

Ethical Issues

Freedom of Speech Privacy Academic Dishonesty Material may be objectionable, offensive or inappropriate for children. Privacy vs. control and monitoring Manipulating and sharing information *cheating and plagiarizing

Emerging Technologies and Issues

Emerging Technologies Virtual Environments Artificial Intelligence Environments which the users are fully immersed in the system. Software that adjusts its responses on the basis of previous interactions (customized learning).

Emerging Technologies Communications Wireless Connectivity Offers the potential for limitless connections in every classroom. Increased bandwidth will allow instantaneous communications and possible peer-to-peer networks.

Emerging Issues Computers as Appliances Computer Literacy Computer literacy will become as important as being able to read. Computers will be a common household appliance.

Emerging Issues Decentralized Instruction Changing Role of the Teacher Teachers will become facilitators of learning. They will be the designers of instruction. Distance delivery and alternative delivery such as virtual learning communities may be forms of instruction.
