HFA Review Sri Lanka

Consultations 42 members of National Platform were consulted. Five groups appointed by members to evaluate the progress. Chairman was appointed by the group. DMC act as the convener. 20 Government agencies, 14 NGOs including SLRC, 6 UN Agencies 3 Universities 01 media personnel, 3 donor agencies were consulted. At group level chairman appointed by the group led the process. DMC supervised the entire consultation process Some of the Agencies involved - DMC, SLRC, GTZ, Education Ministry, National Planning Dept., NBRO, Met Dept., Oxfam, World Vision, UDA, CEA, CCD, Local Government Ministry, Dept. of National Budget, Practical action, UN agencies,

Process / Mechanisms for Consultations Initially the review process was discussed at the National Platform meeting. Methodology to evaluate Progress discussed at a special meeting. One group appointed for each priority action. Group Meeting were held separately. Group meetings were arranged at their working places. Members of National Platform represented the group. Where necessary secretarial support was provided by DMC. 3 preliminary meetings and 5 group meetings were held Five working groups evaluated the HFA achievements. Each group worked on one priority action. Each member of the group provided the information on implementation of the HFA activities. Printed and visual material, Circular instructions, books, provided to prove that the activity has been completed. Process commenced in June and completed before the dead line 30 th Oct Update was done in March 2011.

Major outcome of the consultations Key outcomes / achievements from the multi-stakeholder consultations against the 05 HFA Priority areas (as reported in the National HFA Reports) –Priority 1: 4 Substantial Achievements –Priority 2 : 3 Institutional Commitment –Priority 3 : 3 Institutional Commitment attained –Priority 4 : 4. Substantial Achievements –Priority 5 : 3 Institutional Commitment attained Lack of awareness of Government and other stakeholders on HFA activities, Local Government Institutions are not directly involved in DM activities, Resource constrains including Human Resources.

Challenges and Lesson learnt from the consultation process Information on progress achieved not properly recorded, specially in Govt. institutions. Therefore continuous monitoring on regular basis is proposed. Absence of a common work programme of all stakeholders in DM sector leads to duplication in some cases. HFA criteria need to be publish in local language ensure trhe participation of Local Authorities. Involve the officials of Local Authorities to monitoring HFA and resilient city campaign at the same time.

Utilization of HFA Reports in the Country DMC will Organize few workshops for government officers to discuss the five priority actions and identify activities related to HFA Loss and Damage assessment and Strategic Environmental Assessment done withy the assistance of CEA will be used in deciding areas for development Risk assessment to be introduce at local authority level to control development in hazard prone areas.

Recommendations for future consultation process Monitoring should be undertaken on monthly basis Allow on line updating from the beginning of the year without waiting until the commencement of next review process. Translation of HFA in to local language will assist in consultation at community level.
